The National Institute for Educational
Cooperation (INCE) is an autonomous agency with legal status
and own patrimony,
ascribed to the Ministry of Education. It was created
by law in August 22nd, 1959 and regulated by a decree of March
11th 1960. In 1990 the regulation of the INCE is reformed with
the purpose of reorganizing it and adequating it to the countrys
interests and the process of industrial conversion.
Since its creation it has acted
in the area of vocational training contributing to the development
through activities of systematic training oriented to future
workers and in-service workers of different occupational levels.
It also organizes activities of assistance and technical services
through the dissemination of knowledge, skills and positive
attitudes towards the productive process.
Its mission is to achieve under
the guardianship of the state and the collaboration of employers
and workers of the productive sectors of good and services an
efficient and continuous training of the labour force complementing
the education received in the formal system.
Its goals are:
- To promote, execute and enforce the execution
of an efficient vocational training of the labour force of
the country and to contribute to its specialization through
programmes and courses in various occupations and different
levels.
- To complement the formal educational system
of Venezuela with the purpose of making the institute a valid
option within the educational alternatives of the country.
- To establish with the Ministry of Education
a system of equivalencies that allow graduates from the Institute
to enter programmes of formal education.ow income through
programmes of accelerated vocational training directed to
the unemployed and the underemployed. The purpose of these
programmes is to facilitate self-employment and to incorporate
these people to the productive process of the country.
- To orient the design of training programmes
of workers towards the achievement of the economic and social
goals of the country.
- To organize, develop and promote with the
cooperation of employers, learning of young workers through
the establishment and maintenance of schools or training centres
and programmes of practices within the enterprises.
- To contribute with the rural schools in the
objective of training apt rural workers for an efficient use
of the land and other natural resources
- To collaborate in the struggle with illiteracy
and to contribute to the improvement of the education in the
country in all that relates with vocational training.
