The HISEP programme is a joint initiative between the Ministry of Education and Youth, The Jamaican Foundation for Lifelong Learning, and the HEART Trust/National Training Agency National Council on Technical and Vocational Education and Training (NCTVET).

HISEP is an adult education programme designed to recognise the achievement of high school level qualifications. Successful completion of the programme requirements will result in the award of a Diploma - the High School Equivalency Diploma.

Applications for are open to anyone over 18 years old who either did not complete secondary level education, or who completed with inadequate or no certification.

The High School Equivalency Diploma is a statement of achievement that reflects the holder's ability to demonstrate general education competencies necessary to the workplace and further studies. However, before a Diploma can be awarded, learners must demonstrate these general education competencies by successfully completing the final examinations in five subjects.

For HISEP, the subjects to be offered are Mathematics, Language & Communication, Literature, Culture & the Arts, Society & Citizenship and Science & Technology.
