I. BACKGROUND
1.1 An ILO document
informs that "at its 280th Meeting of March 2001, the ILO Governing
Body decided to include in the agenda of the 91st Meeting of the International
Labour Conference (2003) an Item on the development of human resources
and training, for preliminary consideration of the adoption of a reviewed
standard in 2004. This decision was based on a proposal contained in
the Conclusions about Training and the Development of Human Resources,
adopted by the International Labour Conference at its 88th Meeting after
a general debate on the subject. The Conclusions suggested that the
ILO should draft a new recommendation reflecting new approaches to training".
1.2 Consequently,
a report entitled Learning and training for work in the knowledge society
was circulated in 2002, together with a questionnaire asking governments
and employers' and workers' organisations about the possibility of adopting
a new recommendation and putting forward some considerations on the
contents of such a reviewed text.
1.3 More recently,
the ILO has produced Report IV (2) that summarises and comments on the
opinions and points of view of governments and social sectors on that
questionnaire, and establishes in its final part some Proposed conclusions
intended to serve as a basis for the debate of the fourth Item on the
agenda at the 91st Meeting (2003) of the International Labour Conference.
2. JUSTIFICATION
2.1 Vocational training
has gained unprecedented importance in current labour contexts. In individual
labour relationships, training updates workers' qualifications and competencies
to deal with technological innovations in equipment or work management
in enterprises, it constitutes an effective instrument to raise competitiveness,
acts as a supplement to support measures for the unemployed and improves
the employability of persons.
2.2 Debating and
designing a new international instrument in the field of training, one
of the Items on the agenda of the forthcoming International Labour Conference,
should elicit deep reflection and response from trade union organisations,
for which purpose it is essential to create a favourable space for thought
in the region.
3. OBJECTIVES
3.1 General objectives:
- Contributing to
the debate and preparation of a new recommendation on the training of
human resources, reviewing Recommendation Nº 150;
- Generating consensuses and strategic agreements among union federations
in the region regarding the various aspects of the forthcoming debate
on review of Recommendation Nº 150;
3.2 Specific objectives:
- Updating existing
information on the agenda Item that refers to the review of Recommendation
Nº 150;
- Evaluating the contents of the document "Proposed conclusions",
which is the basis for discussion at the 91st Meeting of the International
Labour Conference;
- Presenting and elaborating on aspects that may be deemed of interest
to workers, for introduction in the deliberations and summaries of the
ILO;
- Setting up a working team to follow up the subject in the future.
4. ROLE OF CINTERFOR/ILO
The co-operation
of Cinterfor/ILO is requested in its capacity of specific organisation
in the field of vocational training in the region, for complying with
the above objectives.

of trade-union federations of the Southern Cone countries.
- Cinterfor/ILO experts.

The meeting will
take place at Cinterfor/ILO on 29th and 30th April 2003.

Morning:
- Accreditations
- Introduction and purpose of the event by Cinterfor/ILO and the JUNAE
workers' delegation
- Report on the initiative, preparatory work and existing documents
regarding the review of Recommendation Nº 150 (by Cinterfor/ILO)
Afternoon:
- Report by Union
Federations about their replies to the questionnaire on the International
Labour Conference
- Debate on the contents of the questionnaire and the replies to it
- Presentation of main aspects of Document Proposed conclusions (by
Cinterfor/ILO and/or representative of Union Federations)
- Debate on Document
2º day
Morning:
- Continuation of
debate
- Conclusion and devising of common strategy to follow up the subject
at the Conference and subsequent meetings
