àWhile€there€have€been,€and€will€no€doubt€continue€to€be,€controversies€on€preciselyÏwhat€types€of€activities€and€what€categories€of€workers€the€informal€sector€covers,€there€does€atÏleast€seem€to€be€some€common€understanding€about€the€main€characteristics€of€the€informalÏsector.€€The€informal€sector€is€a€kind€of€umbrella€concept€to€describe€a€variety€of€activitiesÏproducing€goods€and€services€through€which€individuals€derive€employment€and€incomes.€€TheseÏactivities€are€undertaken€with€the€primary€objective€of€self„generation€of€employment€andÏincomes,€rather€than€maximisation€of€profit€or€of€return€on€investments€as€they€are€typical€for€theÏformal€sector.€€The€conditions€under€which€these€activities€come€into€existence€and€theÏconstraints€under€which€they€are€undertaken€confer€certain€characteristics€on€them.€€They€areÏinformal€in€the€sense€that€they€are€for€the€most€part€unregistered€and€unrecorded€in€officialÏstatistics,€and€that€they€are€operating€on€a€very€small€scale€and€with€a€low€level€of€organisation.€ÏMost€of€them€have€very€low€levels€of€capital,€productivity€and€income.€€They€tend€to€have€littleÏor€no€access€to€organised€markets,€to€credit€institutions,€to€modern€technology,€to€formalÏeducation€and€training€facilities,€and€to€many€public€services€and€amenities.€€A€large€number€ofÏthem€are€carried€out€without€fixed€location€or€in€places€that€are€not€visible€to€the€authorities,€suchÏas€small€shops,€workshops,€stalls€or€home„based€activities.€€They€are€not€recognised,€supportedÏor€regulated€by€the€government,€and€often€compelled€by€circumstances€to€operate€outside€theÏframework€of€the€law.€€The€existence€of€informal€sector€activities€on€the€fringes€of€the€law€hasÏsometimes€led€public€authorities€to€confuse€them€with€illegal€activities,€and€therefore€to€subjectÏthem€to€harassment€and€repression.€€Even€where€they€are€registered€and€respect€certain€aspectsÐ Á/,/ Ðof€the€law,€they€are€almost€invariably€beyond€the€pale€of€social€protection,€labour€legislation€andÏprotective€measures€at€the€workplace.ÌÌà ø àBeyond€these€generalisations,€the€informal€sector€manifests€itself€in€different€ways€inÏdifferent€countries,€different€regions€within€the€same€country,€and€even€different€parts€of€theÏsame€city.€€It€encompasses€different€kinds€of€activities,€different€types€of€enterprises,€andÏdifferent€motives€for€participation.€€The€activities€range€from€street€vending,€shoe„shining,€foodÏprocessing€and€other€petty€activities€requiring€little€or€no€capital€and€skills€and€with€marginalÏoutput€to€those€involving€a€certain€amount€of€investment€in€skills€and€capital€and€with€higherÏproductivity,€such€as€manufacturing,€tailoring,€car€repair€and€mechanised€transport.€€While€someÏinformal€sector€activities€resemble€traditional€activities€in€handicrafts,€food€processing€orÏpersonal€services,€others€such€as€car€repair,€recycling€of€waste€materials€or€transport,€are€new€andÏarise€from€modernisation.€€Informal€sector€activities€are€mostly€operated€by€single€individualsÏworking€on€own€account€as€self„employed€business€operators,€either€alone€or€with€the€help€ofÏunpaid€family€members,€although€some€are€micro„entrepreneurs€engaging€a€few€paid€workersÏor€apprentices.€€Labour€relations,€if€existing,€are€based€mostly€on€casual€employment,€kinship,Ïpersonal€or€social€relations€rather€than€contracts€with€formal€guarantees.€€Surveys€have€shownÏthat€there€are€considerable€inequalities€in€the€informal€sector.€€Most€people€engaged€in€it,€but€notÏall,€are€poor,€and€not€all€poor€people€work€in€the€informal€sector.€€Some€informal€sector€workersÏare€quite€destitute,€while€others€earn€incomes€that€are€higher€than€the€minimum€wage€in€theÏformal€sector.€€The€informal€sector€is€therefore€not€entirely€synonymous€with€poverty;€someÏformal€sector€wage€earners€are€in€fact€in€greater€poverty€than€some€of€the€informal€sectorÏentrepreneurs.€€It€is€important€for€the€purposes€of€policy„making€to€recognise€the€considerableÏheterogeneity€of€the€informal€sector.€€In€spite€of€their€heterogeneity,€all€informal€sector€activitiesÏhave€in€common€that€they€are€vulnerable.€€This€vulnerability€is€due€to€the€fact€they€have€to€relyÏas€best€they€can€on€self„supporting€and€informal€institutional€arrangements€for€credit,€training,Ïsocial€security,€etc.€which€operate€separately€and€independently€of€the€institutions€of€the€modernÏeconomy.ÌÌà àA€review€of€national€practices€shows€that€basically€two€different€ways€of€viewing€andÏdefining€the€informal€sector€are€being€used€by€countries€which,€to€some€extent,€are€interrelated.€ÏOne€refers€to€the€position€of€the€enterprises€in€relation€to€the€legal€and€administrative€frameworkÐ ™/P(+ Ðin€force,€and€views€the€informal€sector€as€made€up€of€units€which€do€not€conform€to€thatÏframework;€this€approach€is€used€primarily€by€countries€in€Europe€and€in€the€French„speakingÏpart€of€Africa.€€The€other€approach€views€the€informal€sector€as€a€particular€form€of€production,Ïand€defines€it€in€terms€of€the€way€the€enterprises€are€organised€and€carry€out€their€activities;€itÏis€used€primarily€by€countries€in€Latin€America,€Asia,€and€the€English„speaking€part€of€Africa.€ÏAs€is€described€in€detail€below,€the€international€definition€of€the€informal€sector€adopted€by€theÏ15th€Ô_ÔICLSÔ_Ô€incorporates€both€approaches€in€that€it€specifies€non„registration€and/or€size€in€termsÏof€employment€as€criteria€to€distinguish,€among€household€enterprises,€informal€sectorÏenterprises€from€other€unincorporated€enterprises€owned€by€households.ÌÌà àThe€size€limit€for€enterprises€of€informal€employers€was€not€specified€by€the€15thÏÔ_ÔICLSÔ_Ô€because€it€may€have€to€vary€between€countries€and,€even€within€a€given€country,€betweenÏbranches€of€economic€activity.€€It€was€recommended€that€the€choice€of€the€size€limit€should€takeÏaccount€of€the€coverage€of€establishment€censuses€and€surveys€of€the€larger€units€in€theÏcorresponding€branches€of€economic€activity,€where€such€inquiries€exist,€in€order€to€avoid€anÏoverlap.€€(Some€countries€actually€prefer,€however,€to€have€a€certain€overlap€in€coverage€as€longÏas€it€can€be€identified;€this€is€because€response€rates€and€data€quality€in€establishment€surveysÏtend€to€be€relatively€low€in€the€case€of€the€smaller€units€covered.)€€During€the€discussions€of€theÏconference,€some€reservation€was€expressed€against€defining€the€informal€sector€residually€asÏcomprising€all€units€which€were€not€covered€in€existing€establishment€censuses€and€surveys.€€TheÏusefulness€of€such€a€definition€was€doubted€for€purposes€of€data€analysis€and€policy„making.€ÏIt€was€pointed€out€that€a€residual€definition€might€be€rather€unstable€over€time,€because€theÏinformal€sector€would€expand€or€contract€if€the€coverage€of€the€existing€inquiries€were€changed.€ÏIt€was€also€feared€that€a€residual€definition€of€the€informal€sector€might€be€too€broad€for€someÏcountries,€depending€upon€the€level€of€development€of€their€statistical€system.€€Consequently,Ïit€was€stated€that€where€the€lower€cut„off€point€used€in€existing€inquiries€appeared€too€high€toÏbe€an€appropriate€upper€size€limit€for€enterprises€of€informal€employers,€efforts€should€also€beÏmade€to€extend€the€coverage€of€the€existing€inquiries€and€thereby€close€or€reduce€the€gap€fromÏboth€ends.€€It€was€felt€that€in€situations,€where€it€was€not€possible€to€lower€the€cut„off€point€ofÏexisting€inquiries,€it€might€sometimes€be€preferable€to€recognise€the€existence€of€an€intermediateÏsegment,€and€to€cover€it€through€a€separate€survey€rather€than€to€include€it€in€the€scope€ofÏinformal€sector€surveys€by€substantially€raising€the€upper€size€limit€in€the€definition€ofÏenterprises€of€informal€employers.€€This€is€because€the€survey€methods€used€for€informal€sectorÏenterprises€may€not€be€equally€well„suited€for€the€collection€of€data€on€medium„sized€enterprises.ÌÌà
