Services Offered SAMAT services are provided to ILO constituents through Senior Specialists in various fields. They are responsible for providing technical advisory services at the sectoral or programme level in their fields of specialisation. The Specialists provide technical support to ILO Area Offices in Lusaka and Pretoria and participate or lead country missions to establish or update ILO Country Objectives, strategies and programmes for the medium-term for the country concerned. The Specialists prepare or supervise the preparation of analyses required for these missions and conducts negotiations with the tripartite constituency for these medium-term programmes. They further advise and assist on technical questions concerning operational projects including project formulation and technical backstopping and evaluation.
