Title: Support to development and implementation of time bound measures against the WFCL in Zambia
Geographical coverage: Central Province, Copperbelt Province, Luapula Province, Northern Province and Lusaka
Proposed target sectors:Worst Forms of Child labour (WFCL) in general with particular focus on rural/agricultural child labour and urban informal sector, including domestic service and commercial sexual exploitation of children.
Direct and indirect beneficiary groups: Children and their families and communities, public sector entities, such as line ministries, local government authorities, welfare service providers (for example schools and hospitals), law enforcement agencies and judiciary, employers’ and workers’ organizations, NGOs and FBOs.
Project components:
- To support the GRZ and its partners to formulate provincial and national action plans against child labour (including costing and M&E framework) as a basis for putting in place a national time bound programme against the WFCL
- Support harmonisation, finalisation and dissemination of legislation as needed
- Strengthening the knowledge base on child labour in Zambia through research and piloting of a child labour monitoring system
- Strengthening national capacity to implement a national time bound programme through support to training of key stakeholders, improving coordination and cooperation mechanisms and strengthening organisational structures among key partners, including establishment of District Child Labour Committees
- Raising awareness and mobilising key “agents of change” for the elimination of the WFCL at both national and local levels
- Mobilisation of communities to take action against child labour within their communities, including facilitating the establishment of community child labour committees
- Mainstreaming of child labour issues into government plans and policies and into higher learning curricula
- Empowerment of children and young people to participate in the fight against child labour, mainly through the ILO/IPEC SCREAM Pack
- Direct support to withdrawal, reintegration, protection and prevention for 10,000 children (provision of education support, psycho-social counselling, recreational facilities, referral to HIV&AIDS care and support facilities, health services etc)
- Direct support for economic empowerment of 4,000 adult caregivers of withdrawn and prevented children
Project Objectives:
- I/O 1: By the end of the project, the Government of Zambia is equipped to design, implement and monitor initiatives to address WFCL through a national TBP
- I/O 2: By the end of the project, inclusive educational and training opportunities for (ex) child labourers and at risk children have improved sufficiently to support the NPA’s education-focused strategies
- I/O 3: By the end of the project, models of interventions on providing direct support to children and families are implemented and documented
Key strategic characteristics:
- Strengthening and expanding the coalition of national and local partners working for elimination of child labour
- Improving the basis for policy level dialogue and decision making
- Systematic mobilisation of district level actors
- Mainstreaming of child labour issues into relevant policies, programmes, plans etc, with particular attention to the education system and the district plans
- Promoting sustained community level action against child labour
- Awareness raising at national and local level and social mobilisation
- Strengthening capacity of key partners for coordination, monitoring and evaluation and other key programmatic areas.
