Background

The prevailing high rate of unemployment and the increasing lack of good jobs for young Egyptians are one of the most pressing social problems of Egypt and one of the reasons that led to the political upheavals in 2011. Active Labour Market Policies (ALMPs) remain key policies to increase employment opportunities, increase the employability and to improve the access of the unemployed into the labour market.

The “Egyptian labour market in times of transition – Which role can active labour market policies play?”conference is jointly organized by the ILO and GIZ and in co-operation with the Ministry of Manpower and Migration and the Ministry of Education. The conference invites policy makers to present and discuss international best practices in the provision ALMPs and initiate a dialogue with decision makers and stakeholders from Egypt in order to identify potential approaches to address the current job crisis in the country. The conference thus aims to identify how international experiences might be applied in the Egyptian context and embedded in existing structures.

The conference will be conducted by a tandem of one international expert and one Egyptian practitioner. Four parallel workshop sessions will be conducted on Day Two, where the conference participants will split into smaller expert groups (see attached agenda).
