February 2009 - Today the laws, policies, programmes and services concerning people with disabilities are undergoing a fundamental change. Increasingly, there is greater emphasis on the need for change the world over - at every level of society - to be inclusive of disabled persons and to promote their access to education, training, the labour market and all other spheres of society with opportunities.

February 2009 - Historically, people with disabilities have been among the most economically impoverished, politically marginalized, and least visible members of their societies globally. Yet this group represents approximately ten percent of the world’s population, or more than 650 million people, of whom 470 million are of working age.
