    Business Associations in Somalia trained to manage and improve their associations


    The ILO, Ministry of Women and Family Affairs, Chamber of Commerce and social partners concluded a 5 day workshop on Building Women’s Entrepreneurs Associations from 21st November 2012 up to 26th November 2012 in Mogadishu.

    The workshop held at the Peace Hotel was attended by association representatives, staff of existing associations, government officials and members of the private sector. It focused on training associations members and potential trainers of trainers on how building the management and service capacities of association leaders and staff, and on strengthening their ability to serve their women members. These activities form part of the EU funded project “Supporting the promotion of gender equality and women’s economic empowerment,” where the ILO and social partners concentrated on fundamental exercises on gender and business associations.

    ILO focused on strengthening women’s entrepreneurship development through associations. The specific objectives were to create awareness regarding gender inequalities faced by the diversity of women entrepreneurs; ensure women have greater access to representation and voice in their business affairs; guide women in the formation and management of member based associations; build the administrative, organisational, technical and financial capacities of new and existing associations and to promote linkages with other key private sector actors.

    The training was participatory and interactive with ample time to understand the principles, concepts and frameworks in the training modules. Facilitators ensured that everyone got an equal opportunity to participate. Through active listening and good questioning, they demonstrated that each person's contribution is valuable. Facilitators helped participants to develop communication skills by promoting discussion. Activities such as role play and case studies were used to explore different points of view.

    At the end of the workshop, participants reiterated their appreciation and usefulness of the training. The Director General from the Ministry of Gender, Mr. Mohamed Omar Nur emphasised the position and role of women in society from an Islamic perspective and stressed on aspects of women’s political, legal and economic role while substantiating his arguments with sufficient historical evidence of Muslim women participation in the choice of rulers, in public issues, in lawmaking, political affairs, and administrative positions and in scholarship and teaching.

    The following are recommendations from the workshop:

    For future training/Women Entrepreneurs Associations (WEAs) component:

    • Extend the opportunity for training to other women’s associations.
    • Organise modular training workshop with extended period covering project proposal writing, leadership skills for women and strategic planning.
    • Specific attention is paid to nomination of at least three members from each association with different levels of knowledge from different areas/backgrounds to further enhance learning among the participants.
    • The process of support to the WEAs is designed to follow a sequence that would result in accreditation of trainers in delivering WEAs.
    • The accreditation process is envisioned in a series of steps to allow trainers to gain practical experience and increase their knowledge and skills to train locally, nationally and internationally. In addition to the training of trainers, which equips them with tools to effectively carry out training of entrepreneurs using WEAs program, the trainers will be expected to conduct a number of training workshops for WEAS, and also promote and market the program to their institutions as well as other institutions.
    • A package of all relevant training materials related to the ILO WEAs guide to be prepared and translated Somali language.

    For future trainings/socio-economic component:

    Integrate into training:

    • Training of Trainers or presentation skills for association leaders.
    • Involvement of youth in associations.
    • Links with microfinance intermediaries during the training (bringing them in for business plan presentations, to make presentations on their own microfinance services).
    • A session on business group formations (formal and/or informal) including transport cooperatives, and input cooperatives.

    For future trainings/gender component, trainers to be encouraged to:

    • Use case studies and examples that are evidence-based and build on what women and men business associations are actually doing in the local context.
    • Ensure that the perspectives on gender relations move beyond depicting women as victims (only) and men as perpetrators of violence (only) as can often be the perspective applied in conflict settings.
    • Avoid representations of men’s and women’s roles in crises as adversarial, and present the advantages to men, families and communities of women’s empowerment for reconstruction, rehabilitation and change.
    • Focus on power imbalances reflected in the gender roles of women and men across class, ethnicity, religion and national struggles in conflict and post-conflict periods as well as beyond; and
    • There is sufficient gender, social and economic assessments regarding the local context (gender analysis, institutional mapping of service providers and their approaches to women economic empowerment, gender-specific needs, etc.) reflected in the planning.

    ILO supporting Women Entrepreneur Associations (WEAs) to realise the Potential of Women


    ILO will conduct training to assist Women Entrepreneur Associations (WEAs) to manage and improve their associations. The training in Mogadishu will:

    - Create awareness regarding gender inequalities faced by the diversity of women entrepreneurs, including women entrepreneurs with disabilities, and suggest ways of addressing these challenges through the creation of gender sensitive services in WEAs.

    - Ensure that women entrepreneurs have greater access to representation and voice in their business affairs and in influencing the policies and decision that affect them.

    - Build the administrative, organisational, technical and financial capacities of new and existing associations to enable women entrepreneurs to better serve their diverse memberships.

    The training package has been developed from the ILO’s Women Entrepreneurs’ Development and Gender Equality work being adapted and adopted to the cultural and business environment women work in, in Somalia

    International Engineers Advances Training Course


    ILO and the Kenya Institute of Highways and Buildings train 11 engineers on management of public works

    11 senior engineers from Somalia participated in a tailored training course developed by the Kenya Institute of Highways and Buildings and the ILO on 12th – 23rd November 2012. The course was designed to build the skills and competencies of engineers in public works.

    The course forms part of the activities of the Joint Programme on Local Governance and Decentralised Service Delivery (JPLG). The programme provides policy, institutional, technical and capacity building support to develop the requisite capacities in the production and provision of public works in Somalia for decentralised service delivery.

    Technical advisors to the Ministry of Public Works and representatives from the Ministry of Roads Agencies were trained on:

    • Policy development and institutional reforms in public works administration management and financing: This involved an introduction to public works policy and institutional frameworks in the context of decentralisation reforms. An in-depth case study of the Kenya Road Reforms was undertaken as well as visits and presentations by the Kenya Roads Boards and other road agencies KENHA, KERA, KURA; and local administration units. Participants are expected to be able to identify and list key policy, institutional, administrative, management and financial issues within their administrations.

    • Road investment planning and prioritisation: This involved the approaches, tools, methodologies and feasibility studies for districts. Participants are then able to outline and submit a simple road investment planning and prioritisation process.
    • Building and roads maintenance management systems for districts: Participants gained an understanding of the key features of building and road maintenance management systems (i.e. RMMS). After this module, participants are able to accurately assess the required roads and buildings rehabilitation and maintenance works; gather and use data to compile work plans using the RMMS.
    • At the end of the course, participants graduated with a diploma in the ‘International Engineers Advanced Course.’

    Public – Private Partnerships Study Tour

    ILO Somalia sponsors 7 day study tour to facilitate the exchange of experiences and best practices in public private partnerships

    Director Generals (DGs) from various ministries in Somaliland, Puntland and south central Somalia and private sector representatives visited institutions in Tanzania on 12th – 18th November 2012. The goal of the study tour was to facilitate the exchange of experiences and best practice examples in public private partnerships (PPP) among institutes and stakeholders.

    The tour forms part of the activities of the Joint Programme for Local Governance and Decentralised Service Delivery (JPLG). The programme supports Somali administrations in developing vital local governance capacities for improving basic service deliveries. Through this programme, the ILO examines critical issues affecting PPP legal and regulatory frameworks, institutional arrangements and capacities.

    The delegation’s focus was to understand and analyse the legal and institutional options for investment in service deliveries; assess the relationship between various ministries and local government and learn how the Tanzanian private sector promotes service deliveries through various PPP models.

    Site visits

    The delegation visited the following sites:

    • Tanzanian Investment Centre (TIC) which is in charge of the coordination, promotion, facilitation and management (with contract authorities) and registry of all PPPs;

    • PPP unit in the Ministry of Finance which grants appraisals and approvals and provides technical support and advice on PPPs ;
    • Milimani city project – a partnership between the University of Dar es Salaam and the GH group (Botswana private company)
    • Kinondoni Municipal which manages solid waste, roads, water, parking and transport through PPPs.

    At the end of the tour, the delegation prepared a roadmap that maps the potential PPP structures in their respective jurisdictions.

    Impact evaluation on Women’s Entrepreneurship and Development and Economic Empowerment (WEDEE)


    Knowledge sharing: The ILO Somalia and Kenyan teams, Government of Kenya and social partners participated in a two day retreat in Naivasha for an impact evaluation on women entrepreneurs.

    The workshop aimed to further the role of entrepreneurship training and business development services play in business creation and consolidation while simultaneously bridging the knowledge gap that exists on the effects they have specifically on women and their economic empowerment.

    By better understanding the relationship between private sector development work and women’s economic empowerment, government and social partners will be able to better design and implement projects and programmes that tap into, and trigger, the potential of women as creators of economic growth, innovation and jobs.

    Women in Africa Forum


    ILO was one of the sponsors to the 1st inaugural Women in Africa Forum. The forum was held at the United States International University (USIU) and followed with a gala dinner and award ceremony at Safari Park

    The event brought together women entrepreneurs from across Africa to share experiences on the challenges and opportunities facing women entrepreneurs in the continent.

    In the future we expect to see Somali women actively participating in the forum as a result of the programme ILO, social partners and the Government is implementing in Hargeisa and Mogadishu on women’s economic empowerment. The programme will create an enabling environment for women entrepreneurship development that generates quality jobs; build institutional capacity in Women Entrepreneurship Development (WED); and develop tools and support services for women entrepreneurs.

    The International Labour Organization (ILO), IIDA (Women’s Development Organisation) and the Ministry of Women and Family Affairs today launched an important new project aimed at supporting the promotion of gender equality and women’s economic empowerment in Somalia.

    The eighteen month project is funded by the European Union (EU) with implementation led by the ILO in partnership with IIDA and social partners.

    The launch was attended by representatives from the EU, Ministry of Women and Family Affairs, Ministry of Commerce and Industry, Chamber of Commerce and Industry, women leaders, women business organisations, media, UN, international/local NGOs and other stakeholders.

    Somalia chooses new leader in presidential elections


    Somalia's new president Hassan Sheikh Mohamud after being elected by MPs.

    Hassan Sheikh Mohamud defeats the incumbent president by 190 to 79 in a runoff following first round of voting by MPs.

    Celebratory gunfire erupted in Mogadishu on Monday night after Hassan Sheikh Mohamud defeated incumbent Sheikh Sharif Sheikh Ahmed to become Somalia's new president.

    It is the first time since the 1991 overthrow of president Said Barre that a new leader has been chosen inside the country, a development hailed by the UN as a sign of improving security.

    MPs marked their ballot papers behind a curtain before casting them in a clear box in front of foreign envoys and hundreds of Somali men and women. In a surprise result, Mohamud won a runoff by 190 votes to 79 after the first round failed to produce a clear winner.

    Mohamud, 57, is a professor and activist who has worked for several national and international peace and development organisations including the UN children's agency Unicef. Last year, frustrated by Somalia's dominant clan system, he founded what he claimed was the first political party in Mogadishu, the Peace and Development party.

    Somali MPs to elect new president in historic vote


    New members of parliament were sworn in last week.

    Somalia's parliament is due to start choosing a new president, in the latest step to end decades of war. The newly-elected MPs are convening at a police academy in Mogadishu for the secret ballot. It is the first time in many years that a president will be chosen on Somali soil - a sign of improving security.

    YOUTH FOR CHANGE


    Japan pledges renewed support to reintegrate youth back into communities


    Mark Bowden, UN Resident & Humanitarian Coordinator and Toshihisa Takata, Japanese Ambassador sign the agreement for the Youth for change programme.

    Japan today announced that it will contribute USD 6 million to the Youth for Change programme in addition to the USD 6 million it contributed in 2011/2012. The funds will go towards supporting the extension and expansion of the programme in Somaliland, Puntland and south central Somalia and improving programmatic interventions to include support for the criminal justice systems.

    The Youth for Change programme is a joint initiative between the United Nations Development Programme (UNDP), United Nation’s Children Fund (UNICEF) and the International Labour Organization (ILO). The economic reintegration component of the programme is led by ILO. The beneficiaries gains skills for self or wage employment offering participants opportunities for entrepreneurship, cooperative and vocational skills, with supported to in-kind start up grants and employment intensive work.

The expo was attended by the public and private sector, local and international organisations, employer representatives, workers, the media and social partners.

    UN envoy welcomes election of Speaker of Parliament in Somalia


    Prof Mohamed Sh. Osman Jawari – the elected Speaker of the new Federal Parliament of Somalia following the withdrawal of Prof Ali Khalif Galleyr from the participation of the final voting.

    The United Nations envoy to Somalia today applauded the election of the country’s new Speaker of Parliament, welcoming the democratic breakthrough as a moment of progress and optimism for the war-torn African nation. Professor Mohammed Osman Jawari was today overwhelmingly selected to represent the New Federal Parliament in an election held at the Police Training Academy in Mogadishu, the capital, in which some 230 people participated.

    Members of Somalia's new parliament hold a vote to name a new president of the fledgling government on Monday, which marks the end of eight years of rule by a UN-backed leadership by the TFG. The UN and other international partners helping the political process said Sunday that Somalia faces an unprecedented opportunity for greater peace and stability. “The conclusion of the Transition should mark the beginning of more representative government in Somalia,” a statement from international partners, including the US and EU, said. “Whilst Parliament remains a selected rather than elected body, it is essential that it cuts its ties with the past of self-interest and warlordism, and is populated by a new generation of Somali politicians, including the proper representation of Somali women.

    United Nations Secretary-General Ban Ki-moon welcomes the inauguration today of the New Federal Parliament of Somalia as a major milestone in the nation's peace and reconciliation process, according to his spokesperson.

    “He congratulates the people of Somalia on reaching this watershed moment on their road to peace, stability and political transformation,” Mr. Ban's spokesperson added in a statement. “The Somali people have waited twenty years for peace to take root in their country. Now is the time to begin a new chapter in their history.”

    According to the UN Political Office for Somalia (UNPOS), some 215 of the total number of 275 Members of Parliament were sworn in today at an inauguration ceremony in the capital, Mogadishu, passing the benchmark of 185 which allows for the new Federal Parliament to convene with a functioning majority.

    The UN chief was joined in his welcoming of the inauguration by his Special Representative and head of UNPOS, Augustine Mahiga.

    “This historic moment marks the long-awaited end of the transitional period in Somalia,” Mr. Mahiga said in news release. “The new MPs, selected after broad-based, grass-roots consultations and representing all of Somalia's clans, have been successfully screened against objective criteria and are now ready to start their important work.”

    After decades of warfare, Somalia has been undergoing a peace and national reconciliation process, with the country's transitional federal institutions implementing a so-called Roadmap for the End of Transition, which spells out priority measures to be carried out before the current transitional governing arrangements end by the deadline of 20 August.

    The measures included the drafting of a new Provisional Constitution, and the selection of the Members of Parliament by a group of 135 traditional Somali Elders, with the advice of a Technical Selection Committee.

    A National Constituent Assembly overwhelmingly approved the Provisional Constitution on 1 August. The document was a key part of the Roadmap process, providing a legal framework governing the workings of the new Somali Federal Institutions after 20 August.

    The draft was approved with a 96 per cent majority, this led to the TFG's Prime Minister immediately to declare that it marked "an end to piracy and terrorism" and to the transitional administration currently running the country.

    Adopting the new law was one of the major steps to somali_constitution.jpgan August 20 deadline setting in motion moves for the creation of a new government and elect a new parliament.

    National Validation Workshop for Ethiopia Decent Work Profile
    workshop is aimed reviewing the draft Decent Work (DW) Profile for Ethiopia, drawing participants from the Federal Ministries, Confederation of Ethiopian Trade Unions (CETU), Ethiopian Employers Federation (EEF), Regional Bureaus of Labour and Social Affairs, and the Central Statistical Agency (CSA). The DW Profile analyses the socio-economic and legal context, the trends and progress towards decent work based on rigorous analysis of the statistical indicators and the legal framework indicators. Opening the workshop, H.E Dr. Zerihun Kebebe, State Minister of Labour and Social Affairs noted that “decent work has been and will be at the heart of our economic and social development strategy.” The outcomes of the validation workshop will feed back into the national policy dialogue and will inform the priorities of the next Decent Work Country Programme (DWCP), said Mr. George Okutho , Director ILO Country Office for Ethiopia and Somalia.

    A Workshop to review Ethiopia’sDecent Work Country Programme (DWCP)
    The purpose of the workshop, organised by the ILO Regional Office for Africa as part of the wider Biannual Country Programme Review (BCPR) process, is to examine the efforts made so far in achieving the outcomes and take stock of recommendations, lessons learned and challenges encountered. These, together with the Government’s Growth and Transformation Plan (GTP), Labour Sector Strategic Plan, and Ethiopian Decent Work Profile as well as other development and ILO frameworks will inform the formulation and alignment of the next DWCP. Accordingly, the workshop will be attended by key Government counterparts, ILO tripartite partners, officials and experts, and representatives of DWCP implementing partners.

    Occupational Safety and Health in the Construction Sector
    A training workshop on occupational safety and health in the construction sector was organized in Addis Ababa from 23 - 27 May 2011, by the ILO Country Office in collaboration with the Ministry of Labour and Social Affairs. The training aimed at equipping participants with concepts, methodologies and techniques that would enable them perform inspection visits on occupational safety and health in the construction sector. The training mainly targeted labour inspectors and government officials in charge of inspection visits. At the end of training, participants were awarded certificates of participation. The certificates were handed over to the participants by Mr. Charles Dan, Assistant Director-General and Regional Director for Africa.

    Somali Youth for Employment website

    A new Somali Youth Employment website is launched. This is an initiative of the International Labour Organisation (ILO) to support the on- going reconstruction and development process being spearheaded by the Somali people. The website aims at providing the Somali youth with space to engage and exchange ideas in pursuit of sustainable interventions that will support the youth employment agenda.

    The overall theme of the celebrations is “Social Dialogue on Decent Work for a Fair Globalization”, which underlines the ILO’s enduring quest for social justice, starting with the Constitution in 1919, reinforced by the Philadelphia Declaration in 1944 and the 1998 Declaration on the Fundamental Principles and Rights at Work, and again powerfully reconfirmed by the Declaration on Social Justice in 2008.

    The World Day for Safety and Health at Work was marked in Ethiopia with a High-Level Panel Discussion that was held in Gondar University (N-W) under the theme : ‘Emerging risks and new patterns of prevention in a changing world of work’. During the Panel Discussion research papers reflecting progress in occupational safety and health measures adopted in Ethiopia, were presented.

    OSH Day 2010 in Ethiopia was co-organised by the Ministry of Labour and Social Affairs, Ethiopian Employers Federation, the Confederation of Ethiopian Trade Unions, the ILO and other major concerned stakeholders.

    International Women's Day - What’s working for working women!

    The 2010 International Women's with the theme, "What's working for working women!" is being marked in Ethiopia with various activities. For the 7th year, the 'Month of the Woman Entrepreneur' is being celebrated in Ethiopia.

    Activities will include a national trade fair, an award night ceremony, training for women on improving exhibition skills, a workshop on women entrepreneurs development and the launching of a strategic plan for Addis Ababa Women Entrepreneurs Association.

    Moreover, events will incorporate an information session on Gender equality in 15 enterprises throughout Addis Ababa and special radio features and interviews.

    ILO provides support to Ethiopia to develop National OSH Policy

    The Ministry of Labour and Social Affairs (MOLSA) of Ethiopia with the financial and technical support of the ILO SRO Addis Ababa office has developed a National Occupational Safety and Health (OSH) Policy.

    The draft policy was discussed and validated during a National Tripartite Workshop from 1- 2 February, 2010. MOLSA is in the process of submitting the Policy to the Council of Ministers for adoption.

    Memorandum of Understanding signed between the ILO and the Ethiopian Government

    A Memorandum of Understanding (MOU) for Phase III of the ILO-Irish Aid Partnership Programme (2008-2011) was signed between the ILO and the Government of the Federal Republic of Ethiopia on July 8, 2009, at the Addis Ababa Hilton Hotel. The ILO SRO Director, Mr. George Okutho representing the ILO signed the MOU with the State Minister of Ministry Trade and Industry, H.E Ato Tadesse Haile. The signing ceremony was attended by more than 30 participants representing government, private sector and NGOs working in partnership with the ILO Irish Aid Programme.

The overall theme of the celebrations is “Social Dialogue on Decent Work for a Fair Globalization”, which underlines the ILO’s enduring quest for social justice, starting with the Constitution in 1919, reinforced by the Philadelphia Declaration in 1944 and the 1998 Declaration on the Fundamental Principles and Rights at Work, and again powerfully reconfirmed by the Declaration on Social Justice in 2008.
