Transition from OAU to
AU - ILO supported the OAU in its strive to bring about
an African renaissance through a well-planned process of structural,
constitutional, political, economic and social transformation of
Africa. A team of experts were contracted to examine and review
the institutional capacity-building needs for up-grading the OAU
Secretariat to a Commission that will serve the Secretariat of the
African Union. Accordingly, the team involved in
institutional
and organisational evaluation and auditing of both the existing
OAU Secretariat and the future Commission of the AU;
human
resource development - in particular formulating proposals for
training/retraining as well as retrenchment packages in the transition
process; and
development of new and competitive staff management tools.
The team output included a wide range
of proposals and recommendations on the architecture and structure
of the Union’s key organs as well as the design of the Organizational
Chart of the Commission. |
