Legislation relating to HIV/AIDS and the world of work
The Draft Regulation - the Occupational Safety & Health (HIV and AIDS) Regulations, 2001 (available soon)- is expected to be reviewed by the National Committee on Health and safety (NACOSH), a tripartite group that is comprised of representatives from the Ministry of Labour, Employers' and Workers' Organizations and other stakeholders and then sent to Parliament.
Policy framework
- Draft national policy: The Guyana Human Rights Association, National AIDS Committee and the National AIDS Programme Secretariat lead the response in the formulation of the National Policy on HIV/AIDS. The policy was adopted by Parliament in May 1998 and might become legislation in the future. Furthermore, there is a draft National Tripartite Policy on HIV/AIDS and the world of work.
- Employers' organization policy statements: no employers' organization currently has a policy, guidelines or a statement on HIV/AIDS. However, the Consultative Association of Guyanese Industry (CAGI) has recently formed a sub-committee with the mandate to formulate the Association's Draft Policy and Plan of Action.
- Workers' organization policy statements: the Guyana Trades Union Congress Policy and Plan of Action (available soon) was formulated in September 2004 with support from the ILO/USDOL International HIV/AIDS Workplace Education Programme Project and the Guyana Responsible Parenthood Association (GRPA), a NGO. It was adopted by the 1st Triennial Congress of the GTUC in October 2004..
