The Summit Leaders' Declaration states that "We recognize the importance of addressing the concerns of the most vulnerable. To this end, we are determined to put jobs at the heart of the recovery, to provide social protection, decent work and also to ensure accelerated growth in low income countries."

Statement by the Permanent Mission of Belgium on behalf of the European Union at the 65th United Nations General Assembly Second Committee meeting on Eradication of poverty and other development issues, New York. 21 October 2010.
"... the crucial role of social protection systems in mitigating the impact of the crisis. It also reinforces our determination to support the International Labour Organisation (ILO) in its endeavour to assist developing countries in building a social protection floor according to their needs and national priorities".

The Chair's conclusion states that "Leaders also noted with interest the gradual development of a global Social Protection Floor, one of the nine joint initiatives of the UN Chief Executives Board for Coordination, led by the International Labour Organization (ILO) and the World Health Organization (WHO). Such a concept would seek to ensure livelihood security for poor and vulnerable populations and provide access to essential services, fighting persistent poverty effectively. Leaders called for further sharing of experiences and for technical assistance in implementing social welfare policies.”

Millennium Development Goals Summit, New York. 22 September 2010.
The outcome document of the Millennium Development Goals Summit adopted by the General Assembly by consensus on 22 September 2010 considers the social protection floor concept as part of the successful policies and approaches. It states that “promoting universal access to social services and providing social protection floors can make an important contribution to consolidating and achieving further development gains. Social protection systems that address and reduce inequality and social exclusion are essential for protecting the gains towards the achievement of the Millennium Development Goals.”

Joint ILO-IMF Conference in Cooperation with the Office of the Prime Minister of Norway, Oslo. 13 September 2010.
The IMF and the ILO “agreed to work together on policy development … to explore the concept of a social protection floor for people living in poverty and in vulnerable situations, within the context of a medium- to long-term framework of sustainable macroeconomic policies and strategies for development.”

Statement on behalf of the European Union by the Permanent Mission of Belgium at the Economic and Social Council, New York. 22 July 2010.
"... the European Union supports a "social protection floor" which is currently under development within the ILO and is supported by the UN system Chief Executives Board in their comprehensive strategy for system-wide action to confront the crisis. This Floor should include a basic set of essential social transfers, in cash and in kind, to provide a minimum income and livelihood security for poor and vulnerable populations, and to facilitate access to essential services, such as health care. The social protection floor should be gradually implemented depending on national social, economic and cultural circumstances in member states".
