Informal economy and social protection in PALOP

To what extent and through which process does social protection characterize informal economy and what deficit of social protection diminishes the capacity of informal economy to reduce poverty and social exclusion?

Taking this question as starting point, the study focuses on the interrelations between social protection, poverty and social exclusion, and informal economy in the African countries with Portuguese as Official Language (PALOP).

The idea to do this study came up after a meeting of the ministers of Labour and of Social Affairs of the Community of countries with Portuguese as official language (CPLP) in order to provide, through the study conclusions, a base for political decision-makers to formulate proposals regarding strategies in this domain.

In the scope of STEP/Portugal programme, the Center for African Studies of the Higher Institute of Work and Enterprise Sciences (CEA/ISCTE) is responsible for coordinating the works. Thus, it has a team of local researchers in each of the five countries. A publication of the study is scheduled for the first semester 2007.
