In the scope of this project started in September 2004, STEP Africa aims to support UEMOA soliciting countries in the elaboration or evaluation of a legal framework on social or healthcare mutual organizations.
A working method in two stages:
- research work to understand better and tackle the problem, influencing factors and the main guidelines to carry out the project;
- organization of sub regional meetings, national workshops to elaborate a UEMOA communitarian legal document about social mutual organizations, specially on healthcare, in these countries.
National workshops:
National workshops have been organized in the eight UEMOA member countries to:
- gather the main actors concerned by a law on social mutual organizations;
- create a space for dialog and work allowing to start a real participative process;
- find consensus about the main aspects to appear in the legal framework on social mutual organizations;
- contribute to the elaboration of a legal framework regulating the activities of social mutual organizations and supporting their development in all UEMOA countries.
Sub regional perspective:
The process, which at the beginning started in five countries (Burkina Faso, Benin, Niger, Mali and Senegal), aims to encourage a sub regional dynamic through comparative and pooling work. This process came along with a reflection on prudential rules (technical rules aiming to guarantee that mutual insurance organizations are able to meet their engagements) and continued in the three other countries of the UEMOA (Côte d’Ivoire, Guinea Bissau, Togo).
The preliminary regulation project on mutual social organizations in UEMOA countries was conceived on the basis of the results of events such as national and sub regional workshops, and the workshop on prudential rules.
Starting November 29 to December 1st., 2006 the UEMOA organizes a regional workshop in Ouagadougou. This event will gather experts from eight member countries to finalize the preliminary communitarian regulation project on mutual social organizations in UEMOA countries. This document could be adopted during the first semester 2007.
Due to the interests and capacities of the institution in social security, the Inter-African Conference on Social Security (CIPRES) was integrated in the process. More information (In French)
