Working areas

STEP intervenes in Benin since 2002. Its main activities consist on the support to healthcare micro-insurance schemes for the extension of social protection to informal economy populations and, in general, for those who do not benefit from any social coverage. The programme also advocates with governments and the international community.

The assistance given consists in carrying out feasibility studies to set up the schemes, training of different actors, and support of these schemes through the negotiation of the convention with service providers, follow-up and evaluation of the set up schemes.

STEP in Benin bases its action on innovating schemes that include coverage for target populations of a relatively important size:

  • Healthcare Micro Insurance of the ASSEF (Association d’Entraide des Femmes) is a micro finance structure that intervenes in Cotonou and Porto Novo. Members are estimated to 25,000 women.
  • The Social Security Mutual Organisation (Mutuelle de Sécurité Sociale –MSS-) started by the Ministry of Labour and the Public Fonction. This mutual organisation intends to cover workers of the informal economy in Cotonou, Porto Novo and Parakou.
  • Healthcare Mutual Organisation ALAFIA of Kétou benefits from the financial support of the Health Area Pobè Adja Ouèré Kétou and UNICEF.
  • Healthcare Mutual Organisation AZONDJEGBE of Abomey benefits from the financial support of the Health Area Djidja Abomey Agbangnizon and UNICEF.

Moreover, STEP carries out a feasibility study to set up a complementary healthcare mutual organisation to the benefit of State Agents, and the project of elaboration of a legislative frame for healthcare mutual companies started at the level of UEMOA.

This programme also participates to activities in the National Cooperation Frame of Supporting structures to Healthcare Mutual Companies - Cadre National de Concertation des structures d’Appui aux Mutuelles de Santé (CONSAMUS) - in Benin.

Principal objectives

The main goal for STEP in Benin is the extension of social protection to informal economy populations.

Specifically, the programme aims to:

  • Set up Healthcare Micro Insurance schemes;
  • Reinforce the capacities of different actors;
  • Follow-up Healthcare Micro Insurance schemes;
  • Advocate with States and other partners.
