Senegal - Management Platform
Feasibility studies of insurance systems, of workers of the road transport on one hand and agriculture on the other hand, have gradually brought to conceive the idea of a shared management platform to which these systems could delegate a great part of their technical management activities.
This project of a management platform comes from the need of these systems/schemes to have an information flow system to allow the collection of administrative information produced by social protection schemes, information related to medical services provided by health zone structures, information related to control and follow-up activities, etc.
In addition, these systems require the availability of important competences in terms of insurance management. Investments in human resources and materials are important and rather than to multiply them, the objective of the management platform is to concentrate them within a specialized structure which will provide its services to various insurance systems.
In other words, the management platform has the following objectives:
- Make available a capacity of professionnalized management for « costumer » healthcare insurance systems;
- Share the costs of this managerial capacity among the systems (economies of scale);
- Allow health insurance systems to commit to other important functions: animation of their network (headquarters and local sections), communication, social control.
In this scheme, insurance systems maintain their role of insurer and remain responsible for the viability of their products. The management platform is the manager with an obligation of means and not of results.
