Social exclusion in general and exclusion from social protection, in particular, affect a large number of people throughout the world. The solutions are complex. In both areas, lack of knowledge is important. To be effective, the STEP programme must offer solutions that produce a broad impact, benefiting as many people as possible. Its strategy consists of:
Developing and disseminating knowledge among other actors
STEP capitalizes on existing knowledge by producing large numbers of case studies and conceptual works and capitalization of experiences relating to social protection and social exclusion.
STEP has carried out more than 30 technical cooperation projects in over 40 countries, allowing to find solutions for direct beneficiaries. Lessons can also be learned from these experiences, and new knowledge is developped for the other actors.
STEP disseminates the accumulated knowledge, by means of publications, methodological and educational tools training and technical assistance, and national and international seminars.
In order to support field activities, STEP has developed three electronic platforms: GIMI (Global Information on Micro-Insurance) for extension of social protection, GESS (Global extension of social security) and CIARIS (Centre for Informatic Apprenticeship and Resources in Social Inclusion) related knowledge development system about social exclusion.
Along with these knowledge development activities, STEP engages in advocacy activities aimed at including social protection and social inclusion into national priorities and therefore influence the strategies implemented.
Operating at several levels
At the local level, STEP provides support to community and socio-professional organizations in the informal economy.
At the intermediary level, it aims to strengthen the role of social partners, federations of organizations and support structures.
At the national level, STEP strives to set up, by means of social dialogue, an enabling institutional and political environment to promote social protection and social inclusion for all.
At the international level, STEP works with the major operators in these two key areas.
Establishing partnerships
The development of technical and financial partnerships and the networking of actors are key features of STEP's strategy at all levels. STEP activities are particularly supported by Belgium regarding social protection and by Portugal regarding social exclusion.
