Technical cooperation

Since its inception, the Social Security Department with its technical expertise has been providing assistance and advice to ILO member states in line with its mandate. At any given point in time, the Department is present in at least 25 countries providing technical cooperation advice. This advice ranges from the designing of social security schemes and strategies for the extension of social security to actuarial reviews of existing social security schemes and policy advice to overall national social protection expenditure and performance reviews. It is not only through its country specific technical cooperation activities but also through its research and development activities that the Department assists member states in the field of social security. In 2005 the Department has and is providing advice in the following countries (non exhaustive list):

  • Global Campaign on Social Security and Coverage for All in Mozambique, Kenya, Nepal, Jordan, Senegal
  • Actuarial reviews of pension schemes and policy advice for reform in Algeria, Ethiopia, Ghana, Niger, Libya, Jordan, Kuwait, China, Laos, Cyprus, Argentina, Chile, Caribbean multi-island, Central and Eastern Europe, etc
  • Actuarial reviews of health insurance schemes and policy advice for reform in Botswana, Ghana, Cambodia, Tanzania, Thailand, Peru, etc
  • Design and establishment of an unemployment benefit scheme in Bahrain including tripartite consultations, financial review, policy advice and drafting of the legislation
  • Social budget exercises in Luxembourg, Aruba
  • Costing of basic anti-poverty social protection benefits in Burkina Faso, Cameroon, Ethiopia, Guinea, Kenya, Senegal, Tanzania and poverty impact assessment in Tanzania
  • Social protection expenditure and performance reviews in Benin, Bangladesh, Argentina, Uruguay, etc
  • Social Security Inquiry, 2005 in 30 countries
  • Legal advice on national social security legislation and compliance with ILO Standards in Kenya, Libya, Iraq, Jordan, Netherlands, EU accession countries, etc
  • Social security policy advice following economic/financial/natural disaster in Argentina, Sri Lanka and Indonesia
  • Promotion of integrated approaches in the fight against social exclusion at the local level in the PALOP countries (Cape Verde, Guinea-Bissau, Mozambique, Sao Tome y Principe et Angola)
  • The extension of social protection (in particular in health), for populations within the informal economy and the rural sector: Senegal, Benin, Burkina Faso, RD Congo, Rwanda, Morocco, Bangladesh, India, and Philippines
  • Strengthening Social Protection in South Eastern Europe: Albania, Bulgaria, Czech Republic, Estonia, Lithuania, Latvia, Poland, Romania, Slovakia, Slovenia and Turkey
