In line with the recommendations of the 89th ILC the Director General of the ILO requested the exploration of the possibility of supporting the development of national social protection systems through international financing. The Social Security Department has developed an innovative concept for a Global Social Trust (GST) (pdf 71 KB) which connects global, national and community levels of financing for social protection.
The basic idea is to request people in richer countries, i.e. the OECD countries to contribute on a voluntary basis a rather modest monthly amount (say 5 Euros per month or about 0.2% of their monthly income) to a Global Social Trust which will then invest these resources to financially support efforts of national social insurance schemes in developing countries, during a limited period of time, to reach out and meet the basic needs of uncovered communities and groups in the population and thus lift a greater number of people out of poverty through the national social protection system earlier than would otherwise be possible. An initial feasibility study on this concept was conducted and following a tripartite meeting held in May 2002 to decide on the follow-up, recommendations (pdf 17 KB) were made to the ILO's Director General and the Governing Body to follow ahead with its exploration. Furthermore, in November 2002, the Governing Body of the International Labour Office authorized the further study of the concept of a Global Social Trust Network (pdf 228 KB) through a major pilot project.
Since 2002, a Global Social Trust pre-pilot project has been operational in Ghana testing the benefit delivery mechanisms at the local level. For more information see the "Project on benefit delivery".

Launch of the Global Social Trust pilot project in Luxembourg, 17 April 2007
The Confédération Syndicale Indépendante du Luxembourg OGB-L through its NGO Solidarité Syndicale, the Ministry of Health in Ghana and the International Labour Office have entered into an agreement to implement the Global Social Trust (GST) pilot project in Ghana.
The Global Social Trust pilot project in Ghana will provide a cash benefit of approximately US$ 10 per month (Euros 7.50 per month) to Ghanaian indigent pregnant women and mothers with children under the age of five who meet conditions of pre-natal, post-natal and regular health check-ups.
