Labour inspection


Establishing and implementing a health and safety prevention culture at national level requires the active participation of the labour inspectorates, who are the principal health and safety enforcing authorities with direct access to enterprises. It is therefore crucial to increase the labour inspectorates' competency and capacities in terms of organizational structure, frequency and quality of inspections, knowledge of their advisory and enforcement role, etc. in a sustainable approach. This can be achieved through a range of activities, such as policy analysis and policy reform, the development of training modules, the training of national labour inspection trainers, the set-up of a competency network and the development of international guidelines on supply chain management.

Labour inspection recent activities

  • ILO calls for strengthening labour inspection worldwide. Governing Body discussion, November 2006

    The world's 120,000 labour inspectors face daunting challenges: preventing 2.2 million fatal occupational diseases and accidents each year and contributing to the fight against HIV/AIDS, child labour and forced labour. The Governing Body of the International Labour Office (ILO) has called today for an international strategy to modernize and strengthen labour inspection.

  • New project in Vietnam: strengthening labour inspection for safer and healthier workplaces

    The 3-year project is being funded by the Government of Luxembourg and aims to tackle accidents and diseases at work by developing a long-term strategy and work plan for occupational safety and health promotion and training activities. Planned activities of the new project include the development of strategic training and management tools for labour inspectors to address small and medium sized enterprises (SMEs) and the agriculture sector.

  • Tripartite audit report of the Labour Inspection System in Latvia, November 2006

    This is a report of the ILO tripartite audit in October 2005 of the Latvian State Labour Inspectorate (SLI). It examines the labour relations and labour protection roles of the SLI and makes strategic, organisational and working level recommendations that the Government of Latvia and social partners have accepted.

    Unity Beyond Differences: The Need for an Integrated Labour Inspection System (ILIS), Conference in Luxemburg, 09-11 March 2005
    The Need for an Integrated Labour Inspection System" organized by the Grand Duchy of Luxemburg together with the ILO was a landmark event, involving tripartite participants from over 75 countries. Throughout the conference, the importance of strengthening labour inspection systems was highlighted.

    This basic brochure provides an overview regarding the most essential Labour Inspection functions, conventions and recommendations, including an Action Plan for an Integrated Labour Inspection System (ILIS).
  • Tool Kit for labour inspectors, Budapest - (pdf 1010 Kb)
    This "Tool Kit for Labour Inspectors" comprises a model Labour Inspection Enforcement Policy, a Training and Operations Manual, and a model Code of Ethical Behaviour; it provides three basic tools necessary for a modern labour inspection practice that is both, efficient and effective. The original versions of the documents in this publication were developed for the Serbian Labour Inspectorate as part of a two-year technical cooperation project, funded by the United States' Department of Labour.
