ClassificationofSubstancesBasedonGermCellMutagenicity 12.  TheStep1DRD,draftedbytheNetherlandswithsupportofUK,USandGermanywasconsideredbythe /0*2 AdvisoryGroup.IthasbeenslightlyrevisedtotakeintoaccountlatercommentsreceivedfromNewZealand, 0+3 andwascirculatedforfinalapprovalunderwrittenprocedureinDecember1996.AfterapprovalandsubsequentderestrictionbytheJointMeetingitwillbepublishedintheMonographSeriesonTestingandAssessment.13.  TheStep2proposalforaharmonizedclassificationsystem,alsodraftedbytheNetherlands,UK,USand  Germanywaspresentedanddiscussedatthe3rdAGHCLinJune.Somerepresentativesrecommendedthattheclassificationsystemshouldcomprisetworatherthanthreecategorieswithasubdivisionofthefirstcategoryintotwosubcategories.Itwasalsorecommendedthatthereshouldbealinkbetweenthecarcinogenicityclassificationschemeandthismutagenicityscheme.CommentsontheproposalwereonlyminorandtherevisedversionofthedocumentwascirculatedtotheMembercountriesinDecember1996.Therevisedproposalwillbediscussedatthe4thAGHCL.       ClassificationofSubstancesBasedonCarcinogenicity 14.  ArevisedStep2proposalwasdraftedbyNorway,takingintoaccountthediscussionatthe2ndAGHCL t  inJanuary1996andthecommentsreceivedfromMembercountriesinwritingafterthe2ndAGHCL.Therevisedproposalwaspresentedatthe3rdAGHCLwhereitwasgreatlyappreciated.ThereportfromtheWorkingGroupMeetingonthissubjectofOctober1995wasaddedtotherevisedStep2proposalforbackgroundinformation.The3rdAGHCLsuggestedthatalltextreferringtolabellingshouldberemovedfromtheproposal.Further,the3rdAGHCLdidnotsupporttheinclusionofalistofcarcinogenicsubstancesrankedbypotencyaswasmentionedinthereportoftheWorkingGroupMeeting.15.  Theleadcountries(NorwayandtheNetherlands)haverevisedtheStep2proposalforaharmonized 4 classificationsystem.SincetheinformationprovidedintheWorkinggroupwasconsideredhighlyrelevant,thisreportwillbeattachedasanAnnextotheproposal.TherevisedproposalwasmadeavailabletotheMembercountriesinDecember1996andwillbediscussedatthe4thAGHCL.
