In 2003, the ILO began to observe World Day for Safety and Health at Work stressing the prevention of illness and accidents at work. 28 April was the chosen date because it is a day the world's trade union movement has long associated with commemorating victims of occupational accidents and diseases. The overarching theme chosen for this year's World Day for Safety and Health at Work is Creating and promoting a safety and health culture. Three subthemes have been chosen within this main theme to allow more flexibility of emphasis to achieve maximum local relevance. These are: - Hazardous substances at work;
