On 20 February 2008, Republic of Korea became the second country, after Japan, to ratify the ILO Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187). On the same day, the governement also ratified the Occupational Safety and Health Convention, 1981 (No. 155).
These two Conventions and their accompanying Recommendations are means of increasing policy coherence. Convention No. 187 helps countries to acquire the capacity to continuously improve safety and health at work by developing national programmes, taking into account the principles set out in ILO instruments. It provides guidelines based on good practices and promotes the development of a preventive safety and health culture, while Convention No. 155 establishes the responsibility of employers for making work and equipment safe and without risk to health, as well as the duties and rights of workers.

Convention No. 187 addresses important subjects that are key elements of the World Congress on Safety and Health at Work due to take place in Seoul, Republic of Korea, from 29 June to 2nd July 2008 at the COEX Convention Centre.
The ratification of these two instruments is a great achievement and a commitment to OSH and to the World Congress on the part of the government and of KOSHA, the national organizer, along with the ILO and the ISSA.
