The 1^st of June 2008 marked the real start-up of implement of the REACH Regulation. The Agency launched the REACH-IT portal and started to accept pre-registrations and other data submissions from industry. One year after i its creation, the European Chemicals Agency (ECHA) has evolved from a few staff to a fully functioning organization of 200 employees. To commemorate the move from the build-up to the operational phase, a formal inauguration ceremony for the Agency was held at the Helsinki City Hall on 3 June.

The REACH Regulation gives greater responsibility to industry to manage the risks from chemicals and to provide safety information on the substances. Manufacturers and importers are required to gather information on the properties of their substances and to register the information in REACH-IT.
