A year to go before the XVIII World Congress on Safety and Health at Work

- One year remains before the opening of the XVIII World Congress on Safety and Health at Work, which will be held in the COEX Convention Center, Seoul, and will last for 4 days, June 29 to July 2, 2008. Korea Occupational Safety and Health Agency (KOSHA) began planning for the World Congress in January 2006, having received approval for hosting the event from the International Labour Organization (ILO) and the International Social Security Association (ISSA) in September 2005. In January 2007, KOSHA established the Secretariat for the World Congress on Safety and Health at Work and has been working continuously since then on the preparation of this globally important event.

- The World Congress on Safety and Health at Work, which has been held every three years since the first one in Rome, Italy in 1955, is the world’s largest international forum in the field of the safety and health at work. The 2008 World Congress in Korea will be the second Asian World Congress, the first having been held in India in 1993. The World Congress will be a great opportunity for safety and health related decision-makers and professionals, those representing workers and employers, and social security experts to share information, experiences and knowledge regarding the prevention of industrial accidents and occupational diseases.

- During the XVIII World Congress on Safety and Health at Work, numerous presentations and discussions, with reference to the theme of “Safety and health at work: A societal responsibility”, will be held. These will focus on the four main issues of the agenda; “Strategies and Programmes of Safety and Health for the Future”; “Impact of Changes of Working Conditions on Workers' Protection”; “New Challenges and Opportunities in Occupational Safety and Health”; “Safety and Health Management Systems”. The joint organizers from the ILO, the ISSA and KOSHA have cooperated closely in the preparation of the World Congress to provide a resourceful opportunity to discuss emerging prominent issues in relation to safety and health and to come up with measures to tackle them.

- For the first time in the history of the World Congress, a Safety and Health Summit will be held on the first day. Ministers responsible for occupational safety and health, industry leaders, high-level representatives from employers` and workers` organizations, as well as leading occupational safety and health specialists from around world will participate in discussions to exchange opinions on safety and health at work as a basic human right and a means to economic growth and development. Following the Summit, theSeoul Declaration on Safety and Health at Workwill be announced. Regional Meetings to discuss issues related to safety and health at work in the five regions (Americas, Asia-pacific, Europe, Africa, and Arab states) and Symposia for the exchange of mutual experiences and opinions regarding the prevention of industrial accidents and occupational diseases will also be on the agenda. KOSHA has made every effort to prepare new, wide-ranging programmes for the World Congress.

- The International Film and Multimedia Festival (IFMF) will be held concurrently with the World Congress. It will provide participants with the opportunity to enjoy a worldwide selection of films and multimedia products related to safety and health. Participants will also have a chance to release their own products, which may be submitted for presentation at the Festival as from now. A visit to the International Safety and Health Exhibition will provide an insight into solving problems related to safety and health in the workplace. The Exhibition will include a presentation of global, cutting-edge safety and health related machinery and tools, equipment and technology.

- KOSHA has so far met with the International Organization Committee (IOC) twice, the National Organization Committee (NOC) three times, and the preparation and support committee 12 times. These meetings involved discussion and organization of the schedule and proceedings for the World Congress’s intended programmes. These programmes include the Safety and Health Summit, the Plenary Session, the Technical Session, the Regional Meetings, the Symposia, the Opening Ceremony, the Closing Ceremony, the Welcome Reception and the National Evening for the World Congress. As a result, the overall timetable for the World Congress has been provisionally fixed and agreed upon.

- In September, the joint organizers (ILO, ISSA, and KOSHA) will issue and distribute the 2nd announcement for the World Congress, which is written in the five official languages (English, French, Spanish, German, and Korean), as well as Chinese and Japanese. The reformatting of the official website will be completed by the end of August, so that, as of September, participants will be able to register, make a reservation for accommodation and send papers via the Internet.

- KOSHA decided to host the World Congress in order to highlight the importance of making safety and health top priorities in the writing and implementation of national policy. It also aims to establish the position of Northeastern Asia as a hub of occupational safety and health and to pave the way for building a good relationship between labour and management by improving the level of occupational safety and health on a global scale. KOSHA will try its best to successfully host the XVIII World Congress on Safety and Health at Work by preparing excellent programmes, offering the best quality services and organizing the event with a Korean touch.

- We need the active contribution and participation of those involved in safety and health across the world to enrich this Congress. Your active participation in this international event would be greatly appreciated.
