In order to expand and strengthen AIDS response in the world of work, the ILO Governing Body decided at its session in March 2007 to develop a new international labour standard in the form of an "autonomous Recommendation on HIV/AIDS in the world of work". The Office compiled the law and practice report on HIV/AIDS and the world of work on how HIV/AIDS has been dealt with in 170 countries, both in national law and in practice, and in international law. This report and its questionnaire will lead to additional reports and to the text of the draft instrument. The new "autonomous Recommendation on HIV/AIDS in the world of work" will be discussed during the International Labour Conference (ILC) in June 2009 and adopted in its final form at the subsequent ILC in June 2010.

Drafting schedule and procedure for the new "autonomous Recommendation on HIV/AIDS in the world of work" The law and practice report on HIV/AIDS and the world of work was transmitted to member States in January 2008, accompanied by a questionnaire that member States are to reply to, in consultation with employers' and workers' organizations. The replies to the questionnaire should be received by the Office by 31 August 2008. Based on these replies, the Office will prepare a second report consisting of a summary of the replies and draft conclusions for the first Conference discussion that will be sent to the constituents by January 2009. The first tripartite committee discussion will take place during the ILC in June 2009. Based on these discussions, the Office will then prepare the text of the draft instrument that will be sent to the constituents by August 2009 (third report). The constituents will have until November 2009 to provide their replies and by February 2010, the Office will send out a final draft of the instrument based on the positions expressed by the constituents (the two last reports). The second tripartite committee discussion will take place at the ILC in June 2010, when it is expected that the Conference will adopt the new "autonomous Recommendation on HIV/AIDS in the world of work".
