B. Review Comments

This is a comprehensive OHSMS developed by the Jamaica Bureau of Standards. It is based on the ISO 14001 model. However, it contains "should" statements. It includes informative ‘practicable help" boxes.

Employee participation is addressed under the title, heading "Consultation, motivation, and awareness."

A manual is presented as a suggested recommendation. Not required.

An interesting component is the way this guideline handles "employee rehabilitation" (3.4.4.10). This is also enumerated in Annex E.

Another interesting aspect is the Critical Incident Recovery Plans (CIRP). These are meant to aid employees recovery following traumatic events...not necessarily physical injury...but psychological trauma is discussed.

The monitoring system is nicely presented...it includes 1) self-inspection; 2) inspection); and independent inspections.

Process design is handled well. Both in terms of on-going planning and in terms of process design.

Medical surveillance is defined in the definitions, but not in the guideline text. The necessity of first aid planning is addressed.

Annex D covers Risk Assessment. It is very similar in structure to Annex D in BS 8800.
