B. Review Comments

This standard was prepared by the Joint Standards Australia/Standards New Zealand Committee SF/1, Occupational Health and Safety Management. The underlying structure of these guidelines is similar to AS/NZS ISO 14004 but takes into account terms and principles of long-standing use in the field of occupational health and safety.

The objective of these guidelines is to assist in the implementation, development, or improvement of an occupational health and safety management systems. The standard is not a specification, but rather aims to encompass the best elements of such systems already widely used in Australia and New Zealand. To do this, it includes examples and practical help guidance.

The standard departs from the format of AS/NZS ISO 9004 and AS/NZS ISO 14004, particularly in those areas covering the application of the risk management processes. This is usually characterized by the three-stage process of:

(I) hazard identification;

(ii) risk assessment; and,

(iii) risk control.

Similar to AS/NZS ISO 14004, this standard is not intended be used for certification purposes, but it can be used to structure a strong OHSMS. The "practical help" boxes are helpful. They can actually be used to conduct an initial audit or evaluation of an OHSMS. Annex B contains useful information on employee rehabilitation.

One noticeable weakness is the lack of coverage for health surveillance.
