Taking action can be facilitated by orientation and practical guidance. A major emphasis of ILO and its partners -at the expressed request of constituents-- is on generating materials to provide practical guidance to decision-makers, administrators and activists in businesses, trade unions, government and other stakeholders.

Tool kits, pamphlets, and a comprehensive practitioner's handbook presented here are intended to stimulate, guide and support effective practice.

The employers and trade union materials (practical guidance toolkits and motivational pamphlets) are intended for adaptation, translation and distribution in specific national and local contexts across Europe. The texts are therefore freely usable and adaptable; with acknowledgement of source requested.

The handbook is a comprehensive resource book and guide for practitioners.
