  • Technical assistance to better regulate migratory flows from Senegal, Mauritania and Mali to Spain

    November 2006 - June 2007

    The ILO has recently started the implementation of a project covering Senegal, Mauritania and Mali also designed to support efforts to maximise social and economic benefits of migration for the region of the Sahel, for Spain, and for migrant workers, in line with the principles of equality and non discrimination. This project is kindly supported by the Government of Spain and will be carried out in close cooperation with vocational training and labour administration institutions in the countries of origin and with Spanish authorities, with a view to support orderly migration toward Spain and maximise the development benefits of migration for both countries of origin and destination.

    The Rabat Plan of action suggest that measures are put in place to "guarantee that sufficient skills are available for the development of African countries" and to strengthen the cooperation in terms of professional training. In line with this suggestion, this project focus on facilitating matching of labour market supply and demand for migrant workers and on enhancing the employability of selected migrant workers through support to vocational training institutions and improvement of training and employment services in countries of origin. This project will therefore contribute to match the Spanish enterprises demand for migrant workers through temporary migration schemes in full respect with migrant workers rights and at the same time promote means to effectively reintegrate migrant into the national labour market upon return.

  • Project on labour migration as an instrument of development and integration in East Africa, West Africa and North Africa

    August 2004 to June 2006

    The project is a reflection of a number of requests to the ILO for cooperation on labour migration management, reiterated by West African stakeholders at the International Migration Policy Seminar for West Africa in Dakar (December 2001) and by representatives of East African States at the International Migration Policy Seminar for East Africa and the Horn of Africa in Nairobi (May 2002). As such, the project takes into consideration existing regional integration schemes, notably those of the Economic Community of West African States (ECOWAS), the Union Economique et Monétaire Ouest Africaine (UEMOA) and the East African Community (EAC). However, it also recognizes the broader development and international cooperation frameworks articulated by the African Union, NEPAD (The New Partnership for Africa's Development) and the European Council meetings in Seville (June 2002) and Thessaloniki (June 2003). The main purpose of the project activities is to assist African States and social partners in defining, elaborating and implementing effective mechanisms for a comprehensive approach to the management of labour migration. More specifically, the project seeks to support measures that will enhance the effective contribution of labour migration to regional integration and development, particularly in the context of the 5+5 Dialogue in the Maghreb and the sub-regional integration schemes represented by ECOWAS and EAC.

  • Fortalecimiento institucional en materia migratoria para contribuir al desarrollo de los países de la región andina

    January 2008 - June 2011

    El proyecto tiene como objetivo el fortalecimiento de las capacidades de los gobiernos, instituciones y actores sociales para la mejora de la gestión de los flujos migratorios entre España y los países de origen seleccionados: Bolivia, Colombia, Ecuador y Perú y la Comunidad Andina (CAN). Para ello, se ha previsto establecer una instancia de coordinación intersectorial sobre la migración laboral en cada país, organizar sistemas de información por países y elaborar y difundir estudios sobre migración laboral que contribuyan a la formulación de políticas encaminadas a gestionar adecuadamente la migración y potencien sus beneficios en los países de origen y de destino, sirviendo, al mismo tiempo, de base para mejorar los marcos bilaterales de gestión de la migración laboral existentes. De otro lado, el proyecto busca contribuir a mejorar las oportunidades laborales de los/las potenciales inmigrantes a través de la mejora de su formación profesional y sus competencias de acuerdo a la demanda laboral identificada en España. Se ha previsto trabajar en forma estrecha con las instituciones de formación de los países de origen y de España, promoviendo mecanismos de coordinación y acuerdos de cooperación para el establecimiento de acuerdos bilaterales de reconocimiento de competencias entre España y los países comprendidos en el proyecto. Finalmente, el proyecto establecerá un mecanismo de apoyo al retorno voluntario de inmigrantes, para lo que se propone elaborar una guía sobre las necesidades del mercado laboral y oportunidades de negocios en los países de origen, sistematizar experiencias exitosas para la canalización de parte de las remesas hacia el ahorro y la creación de microempresas y formular propuestas de programas y campañas orientadas a fomentar la capacidad de ahorro de los trabajadores/as inmigrantes. Se fortalecerán las capacidades de los servicios públicos de empleo en los países de origen para facilitar la reinserción laboral y micro-empresarial de los/las inmigrantes que retornen y se proporcionarán los materiales elaborados a los servicios de empleo en España para su amplia difusión entre trabajadores/as inmigrantes.

  • ILO/UNIFEM/EC Asian Programme on Managing cross-border Movement of Labour in Southeast Asia

    2006 to 2009

    The project aims to promote active dialogue and cooperation for enhanced gender and rights-based management of labour migration among countries in the Asian region, and thereby minimize exploitative and abusive treatment of migrant workers. The establishment of such dialogue and cooperation shall concern Governments and their social partners, namely employers' and workers' organizations, as well as national and regional advocates/intermediaries and civil society organizations. The project shall contribute to the adoption of appropriate policies and the enactment of enabling laws, the training of labour administrators, improving information systems for decision-making, and promoting bilateral agreements and regular consultations among the countries in the region. The project will be executed by the ILO in collaboration with the United Nations Development Fund for Women (UNIFEM).

  • Capacity building for return, reintegration and temporary migration of afghan workers and their protection

    May 2006 to June 2008

    The ILO has been working with the UNHCR since 2004 in its efforts to seek a durable and comprehensive solution to the problem of Afghan displacement. This technical cooperation project was a follow up to the research phase on the Afghan displaced population in Iran and Pakistan and returnees in Afghanistan. (provide links to the two reports) The immediate objectives of the project are: a) improve the capacity of the Ministry of Labour, Social Affairs, Martyrs and Disabled (MoLSAMD), to develop temporary labour migration programmes for Afghan workers consistent with their protection; to formulate policies and programmes for sustainable reintegration of returnees in the Afghan labour market;and improve the policy, legislative and regulatory framework relating to labour migration. The project has assisted with the establishment of a unit to address labour migration issues in the MoLSAMD, reviewed the existing legislation relating to migration, conducted training seminars for tripartite partners, and organized a study tour to the Philippines for government officials.

  • ILO/Japan Cross-border Movement of Labour Project

    January 2007 to 2008

    In 2007, the project has been implementing its programme of activities taking into consideration the decent work country programmes and the regional plan of actions for labour migration. The project has targeted its programme towards building capacity, enhancing knowledge-base, and raising awareness of governments, social partners, and civil society for labour migration management, protection of migrant workers, and promoting linkages between development and migration in Thailand, Lao PDR, Cambodia and Indonesia.

  • Regulating labour migration as an instrument of development and regional cooperation, in Kazakhstan, Kyrghyz Republic and Tajikistan

    March 2008 to March 2001

    Complementary to the partnership project mentioned above, a new project Regulating labour migration as an instrument of development and regional cooperation will initiate operations in Central Asia in March 2008. This project focuses on policy frameworks, strategies and mechanisms for regulating labour migration as an instrument for development and cooperation in and among Central Asia countries, Kazakhstan, Kyrghyz Republic and Tajikistan. It will strengthen institutional structures on labour migration, build capacity of social partners to participate in labour migration policy and administration, and strengthen international dialogue and cooperative mechanisms for regulating labour migration among the Central Asian countries.

  • Sustainable Partnerships for Governance of Labour Migration in the Russian Federation, Caucasus and Central Asia

    January 2007 to December 2009

    The proposed project aims to promote a sustainable, participative and equitable approach to the governance of labour migration in the Russian Federation, Armenia, Kazakhstan, Kyrgyzstan and Tajikistan. It will promote national and regional dialogue on more effective forms of migration governance, integrating initiatives of governments, trade unions, employers' associations, civil society, the ILO and other organisations in the region. This will be supported by close examination of changing labour market conditions and requirements resulting from growth and structural change, the challenges faced at the level of national policy down to local administration in protecting migrant rights, and the opportunities for maximizing the beneficial impacts of migration on economic development through appropriate policies and programmes in origin and destination countries. The outcomes of the project will be to set strategic objectives and priorities through consultation with all relevant stakeholders; to develop and adopt legislation to provide a legal basis for the implementation of these objectives and priorities; and to establish the necessary structures and institutions to ensure legislation can be effectively implemented and evaluated and therefore has a sustainable impact.

  • Combating Trafficking in Women in Selected Countries of Eastern Europe: Moldova, Albania, Ukraine
    Employment, vocational training opportunities and migration policy measures to prevent and reduce trafficking in women

    October 2003 - June 2008

    The project provides assistance and guidance to the Ministry of Labour, State Migration Authority and National Employment Service in the formulation of gender-balanced migration policy measures and the strengthening of migration and employment management capacity aimed at reducing trafficking of young women through advising in the coordination and regulation of the activities of private job placement agencies and other institutions recruiting for jobs abroad ; promoting the creation of a single labour market information system about work opportunities, both at home and abroad, and in targeting sources of information ; promoting the establishment of job placement centres around the country providing job information and developing mechanisms to cultivate trust between private sector employers and State employment services; and promoting targeted gender-sensitive employment and training programmes contributing to the reduction and prevention of trafficking in women and providing reintegration options to those already trafficked. The capacity building component of the project related to the strengthening of migration policy management and the development of a system of regulation of the activities of private job placement agencies is complemented with small community-based pilot schemes providing to women victims of trafficking or potential victims with training or employment opportunities.
    The project also explores, to the extent possible, the strengthening of options of legal migration channels through assisting and advising countries covered in bilateral negotiations for labour exchange agreements and/or ministerial/departmental negotiations with their overseas counterparts for employment openings; ensuring such negotiations equally target employment opportunities for women as opposed to focusing on traditional male sectors of employment and providing guidance to the State Agency for Overseas Employment and private job placement agencies seeking legal employment contracts, particularly for women abroad. Training manuals on emigration and immigration policies specifically prepared for Albania are available in Albanian langague.

  • Promoting equality in diversity: Integration in Europe

    to February 2004 June 2006

    With the financial support of the EU, ILO and partners implemented a project aiming to support broad community engagement throughout European Union member countries in facilitating integration of and combating discrimination against immigrants by disseminating effective practice, identifying indicators of integration, developing evaluation tools, and convening social partner networking. The outputs of this project are a website on Equality, Discrimination and Integration compiling descriptive summaries of activities and measures implemented by Employers, Trade Unions, National and Local Government Agencies, and NGOs in European Countries. A Handbook on "Equality in Diversity: Migration and Integration" is now available as a practical tool to support social partners in preventing discrimination and facilitating integration in workplaces.

  • Effective action for labour migration policy and practices funded by DFID

    December 2006 - December 2008

    The project, "Effective Action for Labour Migration Policies and Practice" has three immediate objectives: increasing the capacity of constituents for effective governance and regulation of labour migration as an instrument of development, promotion of the ILO Multilateral Framework on Labour Migration, and promoting ILO's role as a knowledge base on international labour migration through expanding databases on migration statistics and good practice profiles. The project will strengthen core staff capacity of the International Migration programme, and ILO advisory services, advocacy and research activities on labour migration in line with above objectives. The emphasis of the project is on the promotion of rights-based approaches to labour migration, with standards, gender and tripartism as cross cutting themes.
