Employment and Development

Labour migration is a clear example of the global dimensions of the employment challenges. The ILO addresses the issue of employment and labour migration through several technical cooperation projects.

The 2004 ILC Resolution recognized the complex relationship between migration and development. The ILO recognizes the potential long-term benefits of circular migration, cross-fertilization of skills and technology exchange, but it is concerned about the permanent loss of workers with critical skills, especially health and education workers, from many developing countries.

Principle 15 of the ILO Multilateral Framework on Labour Migration states: "The contribution of labour migration to employment, economic growth, development and the alleviation of poverty should be recognized and maximized for the benefit of both origin and destination countries."

ILO's work on Decent Work Country Programmes, poverty reduction, social finance and remittances, enterprise development, skills and qualification recognition, capacity building and research and information all contribute to promoting the linkages between migration and development.

The International Migration Programme carries out research action together with the Social Finance Programme on migrant workers' remittances.
