Many countries around the world face rapidly changing dynamics of labour migration. Migration pressures are increasing in all regions of the world. Migrant workers are often still subject to severe forms of exploitation in recruitment and employment, to forced labour, substandard housing, exclusion from social protection, and denial of many basic human rights.
All too frequently, national migration policies, legislation and practices are outdated. Many governments acknowledge that existing law and practice are manifestly inadequate to assure effective management of today's labour migration conditions.
The ILC resolution stated that "A high priority should be given to capacity building and technical assistance, in line with this plan of action".
In this respect, the Multilateral Framework on Labour Migration is a major toolkit at the disposal of member States.
The ILO is contributing to capacity building on labour migration through a number of technical cooperation programmes.
The International Training Centre of the ILO, in close collaboration with MIGRANT, is also contributing to capacity building. A regular training course on labour migration targeted at constituents and international organizations is now available and will be soon offered in several languages on a regular basis. It covers protection of migrant workers, employment, labour standards, gender and social dialogue, among others.
The ILO also raises awareness of constituents on the importance of considering
gender issues in labour migration governance.
