Technical cooperation projects
New in 2008:
Complementary to the partnership project mentioned above, a new project Regulating labour migration as an instrument of development and regional cooperation will initiate operations in Central Asia in March 2008. This project focuses on policy frameworks, strategies and mechanisms for regulating labour migration as an instrument for development and cooperation in and among Central Asia countries, Kazakhstan, Kyrgyz Republic and Tajikistan. It will strengthen institutional structures on labour migration, build capacity of social partners to participate in labour migration policy and administration, and strengthen international dialogue and cooperative mechanisms for regulating labour migration among the Central Asian countries.

The ILO Multilateral Framework on Labour Migration: Non-binding principles and guidelines for a
rights-based approach to labour migration aims to assist governments, social partners and stakeholders
in their efforts to regulate labour migration and protect migrant workers. It provides a comprehensive set
of rights-based guidelines and principles so as a global compilation of good practices on labour migration
developed by governments and social partners.

This comprehensive Handbook guides governments and other stakeholders in developing new policy approaches, solutions, and practical measures for better management of labour migration in countries of origin and of destination. It is intended for use by decision-makers and practitioners in the OSCE area and countries served by IOM and ILO. It analyses effective policies and practices and draws upon examples from countries that have experience in this field.
