ILO-UNHCR Project on Comprehensive Solutions to Afghan Displaced Population - Research Phase (funded by the European Commission) - completed

The project on Comprehensive Solutions to Afghan Displaced Population - Research Phase was carried out by MIGRANT at the request of the United Nations High Commissioner for Refugees (UNHCR) and funded by the European Commission. It carried out studies based on primary data generation through household and establishment surveys in Afghanistan, the Islamic Republic of Iran and Pakistan. The focus in the latter two countries was on the profile the Afghan refugee population and their impact of on the labour market while the study in Afghanistan focussed on the labour market reintegration of returnees. The project was coordinated by Mr. Piyasiri Wickramasekara, Senior Migration Specialist, ILO, Geneva.

Publications

  • ILO Launches France National Discrimination Testing Report

    ILO presented in March 2007 results of a major national "practice testing" survey measuring discrimination against immigrant-origin workers in access to employment. This research was commissioned and financed by the DARES research division of the French Ministry of Employment and Social Cohesion.

    Testing was done by a national research partner ISM-CORUM of Lyon in six urban labour market areas: Lille, Lyon, Marseille, Nantes, Paris and Strasbourg. Three sets of tests measured male-male discrimination, three measured discrimination between paired female candidates. Three tests compared "hexagonal origin French" to citizens of Maghreb origin and three compared to sub-Saharan African origin candidates. The study found disturbing levels of discrimination.   • ILO Discrimination Testing in Sweden

    ILO conducted a national discrimination testing survey in Sweden in 2006, parallel to the research in France. A preliminary report was presented to the Government in December 2006. A summary - (pdf 186 KB) of the findings provides a brief overview of the research outcome. The research was commissioned by the Swedish Integration Board and carried out by Ramboll Management, a private research company. The full report will be published and posted shortly.

  • Paper on Need for Trade Union Leadership on Migration Issues

    ILO contributed an opening address to a recent first ever ITUC (International Trade Union Confederation) Workshop on Organizing Migrant Workers and Promoting Their Rights, held in Brussels, 12-15 December 2006.

    This paper, Imperatives For Union Leadership In Defending A Rights Based Approach To Migration In The Age Of Globalization - (pdf 70 KB), discusses the importance of migration to labour relations, analyzes contending approaches to governance of migration, outlines policy elements to ensure protection of workers, and suggests lines of action for unions. The paper was prepared by Patrick Taran, Senior Migration Specialist at ILO.

  • Policy Paper on Northern Ireland Presented at Human Rights Conference

    ILO contributed inputs to discussion on labour migration policy for Northern Ireland at the 9th Annual Human Rights and Equality Conference in Belfast 12 January 2007. Organized by the Northern Ireland Council for Ethnic Minorities, the conference focused on "Minority Rights and Protection: international standards and the Bill of Rights for Northern Ireland." Labour migration is a rapidly growing feature of Northern Ireland's re-emerging economy.

    The ILO paper prepared by Patrick Taran International Migration, Globalization and the Bill of Rights: Ensuring Protection under the Rule of Law - (pdf 70 KB) emphasized the relevance of the ILO and UN convention provisions in guiding Northern Ireland migration policy.

    • Theme paper on Globalization, International Labour Migration and Rights of Migrant Workers - (pdf 244 KB)
      Piyasiri Wickramasekara, Senior Migration Specialist, was the theme speaker in the Plenary Session IV - Migration via Globalization: Challenges to Human Rights Defenders, at the International Symposium on a Culture of Peace 2006: "Intercultural Understanding and Human Rights Education", Seoul, Republic of Korea, 25- 27 October 2006, organised by the Asia-Pacific Centre of Education for International Understanding (APCEIU)-UNESCO. He presented a theme paper on Globalization, International Labour Migration and Rights of Migrant Workers. A revised and expanded version is available here.
    • Labour Migration in Asia: Role of Bilateral Agreements and MOUs - (pdf 62 KB)
      Piyasiri Wickramasekara prepared a keynote presentation on Labour Migration in Asia: Role of Bilateral Agreements and MOUs for the 2006 Workshop on International Migration and Labour Market in Asia, Tokyo, 17 February 2006, organized by the Japan Institute of Labour Policy and Training in cooperation with ILO and OECD. (It was presented by Ms. Akiko Taguchi, Deputy Director, ILO Office, Tokyo, in his absence).
    • Migration and Development: Research and Policies - (pdf 95 KB)
      Piyasiri Wickramasekara represented the ILO at the Workshop on Strengthening Research Capacities to Enhance the Benefits of Migration for Development organized by the Institute for Futures Studies, Stockholm, 12 June 2006, and made a presentation on Migration and Development: Research and Policies.
