The WISE programme is aimed at small-scale employers, but its main aim is to improve the conditions for workers. It emphasizes the importance of worker participation in planning and implementing improvements. It was therefore natural to develop complementary materials aimed directly at workers. This activity was undertaken in the Philippines in partnership between government and trade unions, resulting in the development of an action manual for workers: A better place to work: Safety, health and productivity. This was a joint activity of the WISE project (funded by UNDP and led by the Bureau of Working Conditions, Department of Labor and Employment in partnership with ILO) and a project on Workers' Education Assistance in Occupational Safety and Health to Workers' Organizations in selected Asian Countries, which was implemented by the Royal Danish Ministry of Foreign Affairs (DANIDA) through the ILO.
A similar training manual for workers by K. Kogi and T. Kawakami, entitled POSITIVE, has been published by the Japan International Labour Foundation (JILAF) and the Institute for Science of Labour (ISL), Japan.
