The Haiti project receives regular advice from a Project Advisory Committee (PAC), comprising representatives of the employers' organization (ADIH), the trade union movement (Secteur Syndical Haïtien) and the labour ministry (Ministère des Affaires Sociales).
The PAC had held 13 meetings by June 2003. It was initially set up to facilitate and supervise the implementation of an independent system for monitoring working conditions in the participating Haitian garment assembly factories. However, when it was decided to drop the monitoring system, its mandate was re-orientated so as to enhance collaboration between employers, trade unions and government representatives. The PAC's capacity has been demonstrated in addressing issues relating to basic working conditions, notably by drawing up a project outline for improving the rest and service area at the SONAPI industrial park. The PAC members have also agreed on guidelines which will allow them to engage in discussions on sensitive issues between the three parties, determine membership criteria, establish procedures for agendas and meeting schedules, define responsibilities and obligations of members, and establish rules for the election of the PAC chairperson.
During 2003-04, the project will assist the PAC, the only currently successful, functioning example of social dialogue in Haiti, to further strengthen its role in promoting tripartite dialogue.
