PhD in Labour Economics at the European University Institute in Florence. After more than six years (1993-1999) with the International Labour Office Team for Central and Eastern Europe based in Budapest, he then worked from 1999 to 2003 for the European Commission (Directorate General for Employment and Social Affairs), where he was in charge of social dialogue in EU enlargement.

Mr. Vaughan-Whitehead has published various books and articles on transition economies of Central and Eastern European countries, and industrial relations and social dumping in both EU and EU accession countries. He is also President of the International Association for the Economics of Workers' Participation (IAFEP). His most recent book (2003): EU enlargment versus social Europe? The uncertain future of the European social model.

He is currently working in the Conditions of Work and Employment Programme on wages and is in charge of the EC/ILO project on Working and employment conditions in new EU member countries carried out with the European Commission..
