Guide for the preparation of National Action Plans on Youth Employment
This Guide has been developed by the ILO to assist governments, employers’ and workers’ organizations as well as other relevant stakeholders such as youth groups in preparing National Actions Plans on Youth Employment (NAPs). The Guide is divided into three main parts. Part I describes some issues to be considered when deciding on the development of a NAP and proposes a step-by-step approach to developing such a NAP through a participatory process that fosters broad-based national ownership. Part II presents the technical framework for developing a NAP and at the same time provides some guidelines on how to do so. This Part is divided into four sections. The first three sections contain a summary of the purpose and main guidelines for the work to be undertaken (presented in a box) and, through a set of tasks, point to information to be collected and analysed when drafting the relevant part of the NAP. The fourth section describes the different documents that should be appended to the NAP. Part III provides additional tools and reference material.
