INQUIRY ON STATISTICS ON INVESTMENT IN TRAINING

Background

The General Conference of the International Labour Organization, meeting in its 88th Session, 2000, requested that the "ILO should develop a database on current expenditures on vocational and continuing training, and suggest a series of benchmarks on investment in training, possibly differentiated for different regions of the world, size of companies or sector of industry"(para.12).

This inquiry is designed to identify which kind of statistics on training expenditures are collected regularly in the Member States, or at least once since 1990.

Definitions

For the purpose of the inquiry, training is defined as formal, structured work-related learning, and includes learning in formal and technical school programmes in training centres or institutes as well as in the workplace, both on and off the job, for individuals in as well as outside the labour force. Training undertaken as part of compulsory schooling or in preparation for further education should not be included, nor should training activities without any connection to current or possible future employment.
