Training Policy and employability

 

TECHNICAL COOPERATION

 

Technical cooperation is "a major instrument of the ILO to promote opportunities for women and men to obtain decent and productive work" (Report of the Committee on Technical Cooperation, 87th Session of the ILC, June 1999).

 

Technical cooperation in HRD and training

 The objectives of ILO's technical cooperation programmes in the area of human resources development and training are::

  • Provide opportunities for women and men to obtain and sustain decent and productive work.
  • Translate into practical activities the Conventions and Recommendations related to HRD and training;
  • Develop technical cooperation programmes and projects in support of the ILO's strategic objectives;
  • Deliver products and services developed by the ILO in order to meet the changing needs of its constituents;
  • Build up the expertise and capacity of constituents to undertake the necessary policy, institutional and training system reforms in light of changes in the global economy.

 

IFP Skills assists member States implement key training policy and systems reforms in the vocational and education training sector, in support of the ILO's operational and strategic objectives. Integrated technical assistance services provided by the TPE Unit comprise:

  • the provision of knowledge and information;
  • policy advisory services;
  • operational activities flexibly adapted to recipients’ needs.

Technical cooperation programmes assist member States apply ILO's international labour standards in the areas human resources training and development. The programme also feeds the Unit's research and development activities, while, in turn, the latter develop services and products that are used in technical cooperation.

TPE technical cooperation projects

Technical cooperation projects are decentralized at field level. IFP Skills provides technical support to ILO training specialists in the field, in order to assist member States to:

  • identify their human resources and training needs;
  • determine the optimum methods to meet these needs;
  • mobilize funds to perform the service; and
  • participate in implementation, monitoring and evaluation.

Brief description:

The project is designed to contribute to the reconstruction and recovery of Kosovo and assist in the transition to market economy. The establishment of a training delivery system for adult unemployed and workers and other supportive measures are the main components of this project, funded by the Italian Government. To increase employability, flexible demand-driven training will be provided both in technical and self-employment skills, either within training institutions or on-the-job. Programmes will be firmly competency-based and designed to provide various levels of skill training in priority jobs and selected occupational sectors. Ultimate beneficiaries will also include demobilized soldiers and other categories affected by the recent internal conflict. Capacity building aimed at strengthening Kosovar labour-related institutions for the provision of counselling, guidance and other assistance to the unemployed women and men, is also part of this project.
