An essential component of the ILO’s Decent Work Agenda is building capacity for self-reliance. It is in this understanding that IFP/SKILLS provides technical cooperation services. IFP/SKILLS assists ILO member countries and the social partners in designing policies for more and effective investments in learning and training for employability, productivity and social inclusion for women and men. Within this framework, it contributes to capacity building at three levels:
- individual level - transferring skills and capabilities for increasing employability and productivity and addressing social inclusion issues;
- organizations and systems level- strengthening skills development and training organizations and training delivery systems; and
- national level - promoting training policies and strategies guided by the Human Resources Development Convention, 1975 (No. 142).
The focus of the technical cooperation programme of IFP/SKILLS is, thus, based on the overall strategic objective of building skills, knowledge and employability in the context of lifelong learning.
