Many countries, both industrialized and developing, have embarked upon a range of education and training policy and system reforms to address the challenges of promoting employability, productivity and social inclusion. Many of these reforms have a solid base in social dialogue. Reforms endeavour to improve the relevance, effectiveness and equity outcomes of education and training. They also aim at increasing investment in training by all parties concerned, in particular the private sector and individuals themselves. These reforms target the systems of general education, the systems of vocational education and initial training and the nascent systems of further education and training and lifelong learning.
