The Modular Package on Gender, Poverty and Employment is the basic tool of the Capacity-building Programme (GPE Programme) for raising awareness, training and facilitating consultations and social dialogue among national constituents. The Modular Package is meant to be used flexibly according to the specific needs and objectives of users and audience. Based on an inter-regional (generic) version, other versions have been produced to adapt to the situation and language specific to certain regions.
Components
The Modular Package brings together the issues, strategies, and experiences in poverty eradication into one gender-based framework. The inter-regional (generic) version consists of nine interrelated modules:
- Module 1 Trends, issues and approaches: An overview
- Module 2 Organizational and negotiating power: Ability to initiate change
- Module 3 Access to assets
- Module 4 Financial resources for the poor: Focus on credit
- Module 5 Investing in human capital: Focus on training
- Module 6 Expanding wage employment
- Module 7 Extending social protection
- Module 8 Social funds
- Module 9 Future challenges and agenda for action
The inter-regional package also contains:
- Reader's Guide, an introduction and guide for readers of the modules and participants of GPE activities
- Facilitator's Guide, a guide for those who wish to organize awareness-raising and training activities

Background
The inter-regional (generic) version, which is in English, is the outcome of collective and multi-disciplinary efforts of ILO experts from Headquarters and the field. It draws from experiences of the past decade, both of the ILO and other development organizations. The English prototype was reviewed in a validation workshop in February 1997 involving not only specialists of the ILO, but also representatives of the UNDP, World Bank, UNIFEM, and workers' and employers' organizations.
