Recognition of foreign qualifications
Recognition of foreign qualifications means an evaluation of the equivalence of qualifications completed in different countries. The National Board of Education decides on the recognition of foreign qualifications in Finland.
When a certain education or qualification is a requirement for a public post or position in Finland, the applicant can apply for recognition of his or her foreign qualification from the National Board of Education. The National Board of Education will then decide on its equivalence, and whether the applicant should supplement it with additional training in Finland. The decision on recognition carries a charge.
All foreign qualifications that have been completed within the EU/EEA can be recognised, while qualifications from other countries are comparable in Finland only if they are in higher education. The National Board of Education will, on request, however, issue advisory opinions on qualifications at other levels.
If persons who have studied abroad wish to continue their studies in Finland, they do not need recognition of their qualifications by the National Board of Education. They can contact the individual institution direct for an assessment of their education, after which they are provided with a personal study programme
In applications for work in the private sector, formal recognition is not usually necessary. The exception are certain professions which in Finland require a licence to practice. A licence can be applied for from certain official bodies; for example, health care professionals apply to the National Board of Medicolegal Affairs for the right to practice. Lawyers, vets, chartered accountants and shipping professionals also require a licence.
