VII. TRAINING PROVIDERS

13. Members should, in cooperation with the social partners, promote diversity of training provision to meet the different needs of individuals and enterprises and to ensure high-quality standards, recognition and portability of competencies and qualifications within a national quality assurance framework.
14. Members should:
    1. develop a framework for the certification of qualifications of training providers;
    2. identify the roles of government and the social partners in promoting the expansion and diversification of training;
    3. include quality assurance in the public system and promote its development within the private training market and evaluate the outcomes of education and training;
    4. develop quality standards for trainers and create the opportunities for trainers to meet such standards.
