V. TRAINING FOR DECENT WORK AND SOCIAL INCLUSION

  1. Members should recognize:
    1. the primary responsibility of government for the training of the unemployed, those seeking to enter or re-enter the labour market and people with special needs, to develop and enhance their employability to secure decent work, in the private and public sectors, through such measures as incentives and assistance;
    2. the role of the social partners to support, through human resources development policies and other measures, the integration of the unemployed and people with special needs in jobs;
    3. the role of local authorities and communities and other interested parties in implementing programmes for people with special needs.
