Representatives of the social partners at European level which are already
active in the work of the Community institutions, and international
organizations active in the training field, may be associated with the work of
the Foundation, notably as provided for in Articles 5 (8) and 6 (1) and (2).
The Foundation shall have an advisory forum appointed by the governing board.
The members of the forum shall be selected from experts among training and other
circles concerned in the work of the Foundation, taking into account the need to
ensure the presence of representatives of the social partners, of those
international organizations active in the provision of training assistance, and
of the eligible countries.
There shall be appointed two experts from each of the Member States, from each
of the eligible countries and from the social partners at European level.
to continue to cooperate with the Member States and the social partners,
within inter alia the European Forum on the transparency of professional
qualifications, so that useful information and experience concerning the
implementation of the measures advocated in this Recommendation may be
exchanged;
The Commission shall be responsible for the production and appropriate
dissemination and monitoring of the EUROPASS Training in close cooperation with
the Member States. To that end, each Member State shall designate one or more
bodies responsible for ensuring implementation at national level, in close
cooperation with the social partners and, where appropriate, with representative
organisations for work-linked training.
In order to achieve the recommended objective of providing adequate
vocational preparation for all unemployed young people, it will be necessary to
use all existing and potential educational and training resources. The Social
Partners have both resources and experience to contribute and should therefore
be associated with the planning, organization and implementation of vocational
preparation programmes.
II. RECOMMENDATION
Vocational Preparation
In providing vocational preparation full use should be made of all existing
training resources and experience including those of employers, trade unions,
and other appropriate bodies. The Social Partners should be associated with the
planning, organization and implementation of vocational preparation.
They should, in particular, take the following measures:
promote, in dialogue with the Social Partners, increased participation in
the labour market, especially among women and older workers, notably by pursuing
equal opportunities, ensuring adequate provision of care facilities for children
and other dependants, reforming early retirement schemes and through life-long
learning. Similarly, the participation of disabled people, ethnic minorities and
migrants should be promoted. Other relevant measures, including pension reforms,
are mentioned under public finances;
Member States should articulate their response to the Guidelines under
the four pillars in a coherent overall strategy aiming at full employment, recognising Member
States' different starting positions, the development and implementation of
comprehensive and coherent strategies for lifelong learning and a comprehensive partnership
with the social partners; due consideration should be given to gender mainstreaming
and the need to reduce regional disparities and evaluate progress under all four
pillars on the basis of indicators.
