PART III COMMITTEES FOR ENSURING CLOSE COOPERATION BETWEEN THE MEMBER STATES IN
MATTERS CONCERNING THE FREEDOM OF MOVEMENT OF WORKERS AND THEIR EMPLOYMENT
The Advisory Committee shall be responsible in particular for:
delivering, either at the request of the Commission or on its own
initiative, reasoned opinions on general questions or on questions of principle,
in particular on exchange of information concerning developments in the labour
market, on the movement of workers between Member States, on programmes or
measures to develop vocational guidance and vocational training which are likely
to increase the possibilities of freedom of movement and employment, and on all
forms of assistance to workers and their families, including social assistance
and the housing of workers.
Article 26
The Advisory Committee shall be composed of six members for each Member
State, two of whom shall represent the government, two the trade unions and two
the employers' associations.
For each of the categories referred to in paragraph 1, one alternate member
shall be appointed by each Member State.
The term of office of the members and their alternates shall be two years.
Their appointments shall be renewable. On expiry of their term of office, the members and their alternates shall remain
in office until replaced or until their appointments are renewed.
Representatives of the social partners at European level which are already
active in the work of the Community institutions, and international
organizations active in the training field, may be associated with the work
of the Foundation, notably as provided for in Articles 5 (8) and 6 (1) and
(2).
The Foundation shall have an advisory forum appointed by the governing
board.
The members of the forum shall be selected from experts among training and
other circles concerned in the work of the Foundation, taking into account
the need to ensure the presence of representatives of the social partners,
of those international organizations active in the provision of training
assistance, and of the eligible countries.
There shall be appointed two experts from each of the Member States, from
each of the eligible countries and from the social partners at European
level.
The Commission shall be responsible for the production and appropriate
dissemination and monitoring of the EUROPASS Training in close cooperation
with the Member States. To that end, each Member State shall designate one
or more bodies responsible for ensuring implementation at national level, in
close cooperation with the social partners and, where appropriate, with
representative organisations for work-linked training.
In order to achieve the recommended objective of providing adequate
vocational preparation for all unemployed young people, it will be necessary
to use all existing and potential educational and training resources. The
Social Partners have both resources and experience to contribute and should
therefore be associated with the planning, organization and implementation
of vocational preparation programmes.
II. RECOMMENDATION
Vocational Preparation
In providing vocational preparation full use should be made of all
existing training resources and experience including those of employers,
trade unions, and other appropriate bodies. The Social Partners should be
associated with the planning, organization and implementation of vocational
preparation.
To take all appropriate measures to promote fair opportunities for disabled
people in the field of employment and vocational training, including initial
training and employment as well as rehabilitation and resettlement.
The principle of fair opportunity for disabled people should be applied in
respect of:
access to employment and vocational training, whether normal or special,
including guidance, placement and follow-up services;
retention in that employment or vocational training and protection from
unfair dismissal;
opportunities for promotion and in-service training.
To this end, to continue and, if necessary, intensify and re-examine their
policies to help disabled people, where appropriate after consulting disabled
people's organizations and both sides of industry; such policies should take
account of measures and specific activities implemented in the other Member
States which have proved effective and worthwhile.
