In-plant Vocational Training - Republic of Korea

In-plant vocational training is conducted by an individual company to train and develop its own technical manpower. There are 237 company-based vocational training institutes as of March of 1998. The Basic Vocational Training Act stipulates an obligatory. In-plant vocational training system, requiring enterprises of a certain size or bigger to conduct vocational training without fail.
The enterprises obligated to give vocational training include those in such industrial sectors as mining, manufacturing, public utilities, transportation/warehousing, communication, laundry or repairs service whose total number of full-time employees in the previous year is not less than 1,000. In construction, firms whose construction order received in the previous year amounts to 73,615 million won are required to conduct vocational training. If they fail to fulfil the obligation, they shall pay the vocational training levy .
The vocational training levy thus collected forms the Vocational Training Promotion Fund, which is used by the government for various vocational training promotion projects such as development and training of technical manpower and vocational trainers; development, publishing and distribution of materials for vocational training; and financial supports for establishment of vocational training facilities and purchase of equipment.
