Consulting on labor-management relations

Small and medium sized companies with weak infrastructure and financing that hope to establish high performance work organization based on stable labor-management relations are prior subjects to this consulting. In the case of conglomerates, they can receive consulting by applying for it without separate limitations.

Interviews and surveys on labor-management relations and other related issues are conducted as part of the consulting, and this takes two months. Also, labor-management relations experts from both inside and outside of the subject company participate in many issues concerning open management, wages, employee participation, human resources development, compensation and evaluation systems, and work place innovation, and provide free-of-charge consulting services.

Labor-management diagnosis

This is for work places of small and medium sized companies in trouble because of labor-management conflicts caused by pending problems. Under fixed-term cooperation with local labor governments, the company to receive help is selected, and the diagnosis service is carried out for three months by a certified public labor practitioner.

Since launching the project in 2000, 18 workplaces have received consulting on labor-management relations as of August 2002, 10 work places have received labor-management diagnosis as of 2001, and 16 have been chosen for the service in 2002 and are currently in progress. In the future, these two services will be combined to increase the competitiveness of individual workplaces, and will be further supported and developed so that workplaces can carry out self-consulting and self-diagnosis.

Supporting labour unions and employers organisations

In order to activate continuous exchanges with labor-management organizations, KLEI provides education programs and educators, published booklets, places to hold events, and other necessities for education and various events of labor-management groups. Also, KLEI carries out research inspections of labor-management cultures for work places which received awards for creating new labor-management culture and excellent labor inspectors in order to contribute toward expanding advanced labor-management cultures.

Seminars on labour-management relations

Through this seminars, labor-management relations experts from various fields -- including the labor, management, government, academic circles, and the press -- hold serious discussions on major pending problems and policy issues regarding labor-management relations, promoting mutual understanding and sympathetic views in order to establish a positive atmosphere in labor-management relations.

Labor-management relations seminar

High-ranking officials from labor, management, and government participate in this seminar in order to discuss the outlooks and tasks of labor-management relations for the year and wage policies, and devise ways to improve labor-management relations. Through this seminar, fair and current information is provided to union members and managers.

Local touring seminar

In order to establish partnership relations between labor and management appropriate for each region, members from the local labor, management, government, and the local press participate in this seminar and carry out free discussions on local issues and devise improvement plans. This seminar is mostly carried out in the regions that hold the seven major industrial complexes.

The labor-management relations seminar is carried out every year, and was opened twice in 2001 and once in 2002. The local touring seminar was carried out in the seven major regions each year. In the future, various ties among the current seminars will be strengthened through discussing issues and selecting pending subjects with superior labor-management groups for the professionalization and growth of the joint projects, and by doing this, the number of open forums will increase.

Providing education and information booklets

This project aims at establishing cooperative and participative labor-management relations by publishing various professional information data on research studies of pending problems in labor-management relations and labor policy issues. Such publications are provided to general workplaces.

Supporting education in small and medium sized companies

Through this project, small and medium sized companies without education facilities, IT companies with weak labor-management relations, and workers in small workplaces are supported for education on general labor-management relations and provided with handbooks and CDs on labor-management relations.

Publishing labor education magazine

12,000 copies of magazines covering various studies on labor-management problems and labor policy issues are published every quarter and provided to labor, management, and government sectors and also to related institutes and individual workplaces. These are utilized as useful information data at various social levels.

KLEI has been providing approximately 40 different kinds of information booklets on material for seminars, labor-management studies, policy material, and compilations of labor-related laws and regulations. In the future, such data will be upgraded, professionalized, and systematized according to sector so that it can be used as practical information in the industrial field. Also, substance will be added to various projects through facilitating continuous exchanges with labor-management groups.
